Tasks and functions
The National Center has been established in order to ensure the functioning of the administrative bodies of the Single State Disaster Management System, control its personnel and equipment, and organize the immedieate informing and warning of the public about the threats and occurrence of emergencies, including ones in crowded places.
The National Crisis Management Center (NCMC) is a new generation multi-level intelligent control system designed to provide interagency coordination, task management and emergency prevention and response around-the-clock.
In accordance with the Federal Law of the Russian Federation No.68-FZ of November 11, 1994, "On the protection of population and territories against natural and man-made emergencies," the National Crisis Management Center is a daily management body, administered by the federal executive body authorized to resolve the issues related to the protection of the population and territories against emergencies in accordance with the procedure established by the Government of the Russian Federation.
Today, the National Crisis Management Center and crisis management centers of Emergencies Ministry's territorial bodies carry out the whole range of managerial tasks of the crisis management system.
The National Center employs experts in the field of warning and informing the population, rapid response, modeling, monitoring and analysis of emergencies, IT-technologies, space monitoring, communications and psychology.
The main tasks of the National Center are:
- Ensuring the coordination of the activities of daily management bodies of the National Emergency Management and Civil Defense System in dealing with the protection of the population and territories against emergencies and civil defense;
- Managing the personnel and equipment of the National Emergency Management and the Single State Disaster Management System intended for the prevention and elimination of emergencies;
- Implementing information exchange and timely informing the public about the threats and occurrence of emergencies, including ones in crowded places;
- Bringing warnings to territorial authorities;
- Controlling the availability and readiness of the rapid response forces and equipment of the Russian Emergencies Ministry for acting in emergencies;
- Ensuring information interaction with territorial bodies of the federal executive authorities within functional and territorial subsystems of the Single State Disaster Management System.
The NCMC operationally processes a vast array of information flowing from all Russia's federal subjects. The center and its hardware and software systems has no analogues in any country of the world.
The latest technology allows the Center to process all types of information in a real time mode using global navigation satellite systems and global monitoring technologies based on remote sensing.
As the number of cross-border emergencies is constantly increasing, international cooperation is a priority for the NCMC, which includes information exchange with international organizations and emergency call services of foreign emergency management agencies, international operations, and international humanitarian assistance.
