Federal State Institution "Noginsk Rescue Center of the EMERCOM of Russia"

The FSPI “Noginsk Rescue Center of the Emergencies Ministry” is the first rescue center in Russia.

Major General Viktor Yatsutsenko was the Head of the Rescue Center since 2009. Since 2014, the position of the Head of the Center is taken by Major general Aleksandr Lekomtsev.


The Noginsk Rescue Center of the Emergencies Ministry was established on 13 January 1998 on a basis of two brigades (8th Separate Motor and 233rd Rescue and Recovery Brigades), which have their own glorious military and working traditions, in accordance with the Order of the Emergencies Ministry from 22 December 1997.

History of the 8th Separate Motor Brigade starts since establishment of the 830th Separate Motor Batallion of Civil Defence in 1983 with Colonel Boris Sazonov in charge.

In autumn of 1988, Major Vladimir Bashkirtsev was appointed to Commander’s position and later became the first head of the NoginskRescueCenter of the Emergencies Ministry.


In 1992 the 830th Separate Battalion was under subordination of the Civil Defence Committee of Russia and additional tasks were set to the battalion, such as: delivery of humanitarian aid to the population, evacuation of refugees from interethnic conflicts, as well as training of drivers for civil defence troops. In this connection, the Battalion was reorganized into 11th Separate Motor Regiment.

As early as 1992, the training battalion of the Regiment trained 500 specialists. In accordance with the Decision of the Government of the Russian Federation, forces of other units of the Regiment participated in delivery of humanitarian aid to Afghanistan, Iran and Tadzhikistan.

In 1993, the 11th Separate Motor Regiment supported actions of separate motor detachments in Yugoslavia. Additionally, since March to June of 1993, 450 tons of humanitarian aid (foodstuffs and medication) were delivered and more than 3,000 people were evacuated from blocked Georgian town of Tkvarcheli.

The period since 1994 to 1996 was also intense to the 11th Separate Motor Regiment, which is confirmed by the list of operations of the Regiment in this period, such as:

- Formation and delivery of 3 Motor Detachments to Tanzania, in order to provide life-sustenance in refugee camps for citizens of Rwanda;

- Continuation of operations in Yugoslavia, delivery of fuel in Georgia (to Russian Doukhobor community);

- Delivery of supplies from stocks to airfields and loading stations for probisions of aid to the affected population of Sakhalin Region, Kamchatka, Krasnoyarsk Territory, Georgia, Tadzhikistan, China, Ethiopia, Zaire, Lebanon;

- Participation in construction and equipping of the InternationalCenter for Training of Rescuers, which later became a part of the NoginskRecueCenter of the Emergencies Ministry as 40thRussianCenter for Training of Rescuers.

In February of 1997, due to a large number of tasks, the 11th Separate Motor Regiment was reorganized into 8th Separate Motor Brigade of the Emergencies Ministry. In 1997, the Brigade actively participate in implementation in the joint project aimed at creation of the driving school in Rwanda.

The second base structure of the NoginskRescueCenter of the Emergencies Ministry is the 233rd Rescue and Recovery Brigade, which also has a long history: it was based from the 3rd Engineering and Anti-Gas Regiment of the Local Air Defence, which was established in Noginsk on 28 June 1936.

Workmen from factories and employees from Moscow enterprises comprised the personnel of the military unit and in a short space of time, under command of the Colonel Nikolay Burov, the unit turned into effective unit of the local air defence forces of Moscow. School of Junior Commanders functioned in the Regiment since 1936 to 1962. In 1938, special courses for training of junior lieutenants for other units of the local air defence were organized on the basis of the Regiment.



When the Great Patriotic War started, the unit was detached to the reserve of the Supreme Command and fulfilled tasks aimed at mitigation of air bombings of Moscow and other towns of the Region.

During autumn of 1941, when German troops approached Moscow, the military unit was transferred to the front-line forces and was engaged into reinforcing of approaches to Moscow. In a short period of time, specialists of the unit mined 27 facilities. After German troops were defeated in Moscow, the Regiment was engaged into demining of our Capital and nearby towns from mines, artillery shells and other explosive devices.

These are not the only merits of the Regiment. The Order of the People’s Commissar of the Internal Affairs of the USSR from 18 May 1944 says: “Over the period of the Great Patriotic War for fulfillment of tasks in the field of defence and economic activities, aimed at mitigation of air bombings, construction of defences, demining of territories liberated from German occupation, restoration and construction of buildings and structures, as well as training of large numbers of specialists in the field of demolitions, builders, assembly workers, we recognize the 3rd Engineering and Anti-Gas Regiment of the Local Air Defence Troops as the most distinguished”.

75 servicemen were decorated by Orders and 232 servicemen of the Regiment received Medals for courage and bravery demonstrated during the Great Patriotic War.

After the Great Patriotic War the personnel of the Regiment continued glorious traditions and successfully mitigated the most complicated tasks of the command and the Government. This is proved by numerous examples, including ones, occurred in last decades. Servicemen of the unit participated in construction of the Moscow Ring Motorway, the Hotel of the Central Committee of the All-Union Leninist Young Communist League, the Russia movie theater, the Lenin’s Stadium in Luzhniki District, the StateKremlinPalace and other famous buildings and structures.

In 1967, the Regiment received the memorable Red Banner. In 1972, the personnel of the Regiment for 80 days combated fires, which were threatening the settlements of Moscow Metropolitan Area. In 1977, for successful restoration of the Russia Hotel, the Regiment received a Honorary Diploma from Moscow Soviet of People's Deputies. In 1984, 502 servicemen of the Regiment participated in mitigation of hurricane in Ivanovo Region. Since 1988 to 1995, the personnel of the pyrotechnics squad found and destroyed more than 4,500 aerial bombs, mines and artillery shells remaining from the Great Patriotic War in Moscow and Smolensk Regions.



In 1990, the Regiment was reorganized into 233rd Separate Rescue and Recovery Brigade due to a large number of tasks. The Personnel of the Unit participated in humanitarian operations under aegis of the Office of the United Nations High Commissioner for Refugees (UNHCR) in Yugoslavia and Tanzania, as well as the personnel participated in rescuing of people after the earthquake in the town of Neftegorsk (May of 1995).

On 13January 1998, the 233rd Separate Rescue and Recovery Brigaed was reorganized into the 179thRescueCenter of the Emergencies Minsitry.

“Main types of activities (functions) of the FSPINoginskRescueCenter are the following:

  • Carrying out of rescue and recovery operations and other emergency operations in the emergency zones on the territory of the Russian Federation;

  • Rendering of aid to foreign countries during mitigation of natural disasters and man-caused emergencies, including carrying out of rescue and recovery operations;
  • Organizing of breeding and training of dogs, training of personnel for operations featuring search dogs in the conditions of natural disasters and man-caused emergencies, professional development of rescuers-cynologists, attestation of search dog units;
  • Carrying out of operations featuring search dogs, connected with search for injured people in rubble and detection of explosive devices, guarding of facilities and search and recovery operation areas;
  • Conducting of rescue and recovery operations by paratrooper rescuers in rough terrain or divers on water bodies;
  • Delivery of humanitarian goods to emergency zones in the Russian Federation, as well as foreign countries;
  • Carrying out of educational activities by programs of vocational professional education and professional training and retraining of drivers, rescuers and specialists in the field of rescuing and recovery for the Emergencies Ministry;
  • Rendering of the first aid to the population affected by emergencies;
  • Carrying out of pyrotechnical operations, connected with defusing of aerial bombs, mines and artillery shells in cities, settlements and outside their boundaries;
  • Firefighting in the emergency zones;
  • Carrying out of radiation, chemical and non-specific bacteriological (biological) reconnaissance in the emergency areas, as well as on the routs to such areas;
  • Carrying out of operations aimed at evacuation of the population, material and cultural assets from the emergency zones, as well as firsthand life-support of the population in the emergency zones;
  • Carrying out of sanitization and special decontamination of the population, equipment and vehicles, buildings, structures and territories in the emergency areas, as well as on the routs to such areas;
  • Response to emergency situations, including traffic accidents within coverage area.
