Federal State Public Institution "Ruza Logistics Center for Control Units of the Russian Emergencies Ministry"
According to the Order No.701-r of the Government of the Russian Federation “On giving honorable names to paramilitary rescue units of Emergencies Ministry of Russia” of 28 April 2014 and in accordance with the Directive No.47-26-3 of the Emergencies Ministry of Russia of 20 May 2014, the Logistics Center for Control Units was given honorable name Ruza. Because of that, the current full name of the Center is the Federal State Public Enterprise Ruza Logistics Center for Control Units of Emergencies Ministry of Russia.
Our military unit was established by the Order of the Ministry of the Internal of the USSR of 20 October 1955 in Moscow, on the basis of the small special purpose unit. By the end of 1955 the unit was staffed with personnel and military equipment at the Ministry’s of the Internal of the USSR expense. The first commander of the unit was appointed by the same order – Major Maltsev Maksim Timofeyevich (later he was promoted to Colonel).
On 29 April 1956 the unit was set to combat duty and as early as May, June and November of 1956 the personnel of the unit participated in provision of drills and trainings for the Anti-Aircraft Defence of our country.
In September of 1958 the personnel of the unit was redeployed to the new place, where they had to deploy temporary tents. Without ceasing of combat training, the personnel were ordered to build a cantonment in Kuntsevsky District of Moscow. Temporary barracks, canteen, boiler house were built in an exceptionally short time by the servicemen, which allowed accommodating them in the cantonment.
Since April of 1960, the unit had a code name – military unit No.73407. In April of 1965 the unit was redeployed from Moscow to Ruza District of Moscow Region, where it is stationed today.
In 1969 the Central Signal Office of the Civil Defence of the USSR was renamed into the Central Command Post of the Civil Defence of the USSR.
In May of 2003 the Central Command Post of the Emergencies Ministry of Russia was renamed into 328th Reserve Operations Control of the Emergencies Ministry
On 1 November 2010 the 328th Reserve Operations Control of the Emergencies Ministry of Russia was renamed into the Logistics Center for Control Units.
On 28 April 2014 the Logistics Center for Control Units was given the honorable name Ruza.
Over the lifetime of the unit it was under commanded by: Colonel Pomazov G.M., Lieutenant-Colonel Kopeykin V.P., Colonel Platonov M.F., Major-General Vishnevsky A.S., Major General Rozhkov A.A., Colonel Kruglov L.A., Major-General Khotov V.Kh., Major-General Strelchuk G.P., Colonel Petukhov A.M., Colonel Novikov Yu. I., Major-General Yatsutsenko V.N., Colonel Shesterov V.V.
Currently the Head of the Ruza Logistics Center for Control Units is Colonel Yefimenko Sergei Vitalyevich.
Rescue operations of Ruza Logistics Center for Control Units
Servicemen of the Ruza Logistics Center for Control Units of Emergencies Ministry of Russia perform tasks set by the Supreme Commander-in-Chief of the Armed Forces of the Russian Federation, the Government of the Russian Federation, the Minister of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters.
Great examples of courage and heroism of servicemen of the Ruza Logistics Center for Control Units were displayed in following operations:
- Fulfillment of state task to organize communications and provide aid to the affected people during Chernobyl Accident (1986);
- Establishment of communications for state commission during wreck of Komsomolets Atomic Submarine (1989);
- Establishment of communications and delivery of relief goods to Yugoslavia (1994);
- Establishment of communications and delivery of relief goods to Tanzania (1994);
- Establishment of communications and mitigation of the earthquake in the town of Neftegorsk (1995);
- Establishment of communications and delivery of relief good to Yugoslavia (1995);
- Establishment of communications for Territorial Management of the Emergencies Ministry of Russia in the city of Grozny, the Chechen Republic (1995);
- Establishment of communications and delivery of relief goods to Doukhobory Russian ethnic group (1995);
- Delivery of relief goods and establishment of communications in Afghanistan (2000);
- Establishment of communications of the Territorial Management of the Emergencies Ministry of Russia in the city of Grozny, the Chechen Republic (2000);
- Mitigation of explosion of sewage pump station in the town of Krasnogorsk (the settlement of Pavshino) (2006);
- Mitigation of forest and peat fires in Ryazan Region (2007);
- Establishment of communications and logistical support of the task group of the Emergencies Ministry of Russia in the Georgian-Ossetian armed conflict zone and protection of Russian Citizens, living in the Southern Ossetia (2008);
- Establishment of communications and mitigation of air disaster featuring jet of the President of Poland near Smolensk, the Severny Airifield (2010);
- Establishment of communications for task group of Emergencies Ministry of Russia during Winter Olympic Games in Sochi (2015).
