All-Russian Research Institute for Civil Defence of the EMERCOM of Russia (the Federal Science and High Technology Center)

The all-union civil-defence research institute at present called the Federal State Budgetary Institution "All-Russian Institute for Research of Civil Defense of the Emergencies Ministry of Russia" (the Federal Science and High Technology Center) was established on 1 December,1976 by the decree of the Central Committee of the Communist Party of the Soviet Union and the Council of the Ministers of the USSR of 18 March , 1976 in order to conduct scientific research based on the problems of enhancement sustainability of national economy functioning during wartime. 

In accordance with the Decree No.968 of the Government of the Russian Federation of 29 December, 1992 the FSBI VNII GOChS (FC) is a parent scientific organization of Emergency Control Ministry of Russia on problems of civil defence, emergency prevention, and its response. 

In 2002 the status of federal science and high technology center was given to VNII GOChS (Decree No.619of the Government of the Russian Federation of 20 August, 2002). 

The Government of the Russian Federation is the founder of the institute. The Emergencies Ministry of Russia exercises the authorities of founder.

The following councils operate in GOChS VNII:

The science-coordination interdepartmental council on civil defence and emergencies (MVNKS);

The scientific and technical council of VNII GOChS;

The science-coordinate council of the federal science and high technology center;

Thesis Committee on specialities: 05.26.02 "Safety in Emergency Situations" and 20.02.24 "Civil Defence. Local Defence".

The Technical Standardization Committee "Civil defence, Prevention and Mitigation of Emergency Situations" (ТК 71) and the International Standardization committee of TK ISO 223 "Civil Protection" are based in the institute.

Within the Partial open agreement on forecasting, prevention, and aid delivery in case of natural and man-caused catastrophes the European centre of new natural and man-caused disasters risk management technologies functions on basis of an institute.

The Russian department of Russian-Belarusian information centre for overcoming consequences of Chernobyl disaster (RO RBIC) is based in the institute.

The institute is a basic scientific organization of the CIS state parties in the field of science and high technologies on population and territory protection against natural and man-caused emergencies. 

In accordance with the Statute, the Institute was established for purposes of public scientific-technical policy implementation, scientific-technical problems studying and problem-solving, informational and methodological support, and education activities in the field of civil defence and population and territories protection against natural or man-caused emergencies.

These are the following activities of the Institute:

- Coordination of researches in the Russian Federation in order to conduct the single science and technical policy in the field of the Civil Defence and protection of the population and territories against emergency situations;

- Organizing and conducting of applied scientific research, experimental developments and experimental design works;

- Implementation of author support introduction of institute developments, participation in industrial engineering of technical facilities, copying and dissemination of technologies;

- Participation in work of international and national technical authorities on standardization in the field of Civil Defense and population and territories protection against natural disasters and man-caused emergency situations;

- Implementation of education activities on programmes of postgraduate and vocational education in the field of Civil Defense and population and territories protection against natural disasters and man-caused emergency situations;

- Implementation of editorial and printing activity for the Emergencies Ministry of Russia; 

- Multimedia production for the Emergencies Ministry of Russia; 

- Participation in organization of international, all-Russian and regional conferences, consultations, symposia, exhibitions in the field of Civil Defense and protection of the population and territories against natural and man-caused emergency situations.

In accordance with these directions the Institute annually executes more than 150 researches and development projects for the Emergencies Ministry of Russia.

Annually more than 150 scientific articles are published by the employees in peer-reviewed journals and approximately 100 are published in other periodicals, magazines, collections.

Doctoral School of FSBI VNII GOChS (FS) performs academic staff training in programs 20.02.24 "Civil Defense. Local Defense" and 05.26.02 "Safety in Emergencies".

The doctor board of the institute accepts doctoral and candidates' theses on the above specialities for an upholding.
