He was born on August 7, 1981 in the Tambov Region. In 2004, he graduated from the State Educational Institution of Higher Professional Education "Moscow Medical Academy named after I.M. Sechenov". In 2004-2014, he held senior positions at the Sechenov First Moscow State Medical University. In 2014-2015 - Assistant to the Head of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing.

Since 2015 - Advisor to the Governor of the Tver Region on Healthcare and Social Policy.

2015 - 2017 - Minister of Health of the Tver Region.

2017-2020 - Deputy Head of the territorial body of the Federal Service for Surveillance in Healthcare for the city of Moscow and the Moscow Region.

2020-2024 - Head of the territorial body of the Federal Service for Surveillance in Healthcare for the city of Moscow and the Moscow Region.

On July 22, 2024, by Decree of the President of the Russian Federation, he was appointed the Deputy Minister of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters.

He was awarded the Order "For Merit to the Fatherland, IV degree", the medal of the Ministry of Emergency Situations of Russia "For Cooperation in the Name of Salvation", the medal of the Federal Protective Service of Russia "For Interaction", the medal of the Federal Penitentiary Service of Russia "Fyodor Gaaz", the medal of the Ministry of Defense "For Strengthening the Military Cooperation", the medal of the Main Directorate for Economic Security and Combating Corruption of the Ministry of Internal Affairs of Russia "For Interaction". He was awarded departmental awards and incentives of the Ministry of Health of the Russian Federation and the Federal Service for Surveillance in Healthcare.
