He was born in 1972 in Sverdlovsk. Graduated from the Russian Law Academy of the Ministry of Justice of the Russian Federation in 2001. Began serving in the prosecutor's office in 2000.

He worked as the 1st category specialist and investigator of the Nagatinskaya interdistrict prosecutor's office of Moscow, assistant and senior assistant to the prosecutor of the Central Administrative District of Moscow, prosecutor of the department of the Department for Supervision of Execution of Federal Legislation of the Prosecutor's Office of Moscow, deputy and 1st Deputy Kuzminsky Interdistrict Prosecutor of Moscow, Deputy Prosecutor of the South-Eastern Administrative District of Moscow, Deputy Prosecutor and Prosecutor of the Central Administrative District of Moscow, Izmailovsky interdistrict prosecutor of Moscow, 1st Deputy Prosecutor of the Tula Region, Prosecutor of the Republic of Khakassia, Prosecutor of the Republic of Dagestan, Prosecutor of Moscow.

On January 9, 2025, he was appointed to the position of State Secretary - Deputy Minister of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters.
