Vladimir Valentinovich

Mr. Svinarev was born on October 16, 1960 in the the Voronezh Region.

In 1986 he graduated from the Higher School named after Dzerzhinsky with a degree in International Relations. He is a candidate of Law, Associate Professor.

1978 - 1981 - Service in the Armed Forces of the USSR.

1986 - 2002 - Service in various positions in security agencies.

2002 - 2008 - Deputy Chief of Staff of the Council of the Federation - Head of the Legal Department.

2008 - 2014 - Head of the Staff of the Council of the Federation.

2014 - 2019 - Advisor to the President of Transneft.

Since July 2019 - Head of the Administrative Department of the EMERCOM of Russia.

Mr. Svinarev is a member of the Board of the Association of Lawyers of Russia, the Board of the Association of International Law of Russia, the Presidium of the World Russian National Council, the Scientific Council of the Security Council of the Russian Federation. He is a member of the Expert Council of the State Duma Committee on Security and Anti-Corruption and the State Duma Committee on Energy. He takes part in scientific research on international security and state cooperation in combating crime. He is a co-author of a textbook on international law and the author of more than 40 scientific and methodological works.

Mr. Svinarev was awarded state and departmental awards: in 2002 - an honorary diploma of the FSB of Russia, in 2003 - a letter of Gratitude of the Government of the Russian Federation of Appreciation from the Government of the Russian Federation, in 2005 – a letter of Gratitude of the President of the Council of the Federation,, in 2008 - an Order of Honor, and in 2009 - an Certificate of Honor Council of the Federation, in 2010 - Certificate of Honor of the Government of the Russian Federation, in 2011 - Honorary diploma of the President of the Russian Federation, in 2014 received the honorary title “Honored Lawyer of the Russian Federation”, in 2017 - the Medal “25 years of the Security Council”.
