Mr. Kutrovsky was born in June 11, 1971, in the city of Ordzhonikidze of the North Ossetian Autonomous Soviet Socialist Republic.

Education: in 1992 - Minsk Higher Military-Political Combined-Arms School, majoring in Political-Military, Tactical Motorized Rifle Troops, qualification “Social Educator - Psychologist”; in 2003 - Military Engineering University with a degree in Military and Administrative Management, qualification of Specialist in Management; in 2012 - Institute for Development of the Ministry of Emergencies of Russia of the Academy of Civil Protection of the Ministry of Emergencies of Russia (advanced training) in the field of “Operational Management of Events of the Emergencies Ministry and Civil Defense in the Subject of the Russian Federation”; in 2015 - Russian Academy of National Economy and Public Administration under the President of the Russian Federation (advanced training) majoring in “Change Management”.

Currently - Head of Rescue Units Department.

He took part in more than 50 humanitarian and rescue operations. He was a leader in more than 20 operations. He is a war veteran.
