&lt;p&gt;- The pandemic of the new coronavirus infection has certainly affected the lives of each of us. People all over the world are forced not only to change their habits, but also to reconsider approaches to organizing work processes, to look for new business solutions. How have the working conditions of rescuers changed, the aid providing standards in the new conditions?
&lt;/p&gt;
&lt;p&gt;- Yes, you are right, we, like other ministries, had to adjust the operating mode during the pandemic. On the one hand, we had to avoid an increase of infection among employees, on the other, in no way change, as you said, the &quot;the aid providing standards&quot;.
&lt;/p&gt;
&lt;p&gt;The work of firefighters and rescuers cannot be remote, the lives and health of people depend on their actions. Therefore, we introduced a special work schedule for the reacting units and created a personnel reserve. If, for example, one employee got sick, it would be necessary to replace the entire guard and the whole area of the city could be left without cover, and this is unacceptable.
&lt;/p&gt;
&lt;p&gt;Therefore, EMERCOM of Russia continues to work to protect the civilians and economic facilities from emergencies.
&lt;/p&gt;
&lt;p&gt;- What other tasks have been and are being performed by the units of the EMERCOM of Russia in such conditions?
&lt;/p&gt;
&lt;p&gt;- First of all, it is, of course, special processing of buildings and structures. Since April of this year, units of the Russian Emergencies Ministry have treated almost 6,000 medical and 8,000 educational institutions, as well as 22,000 social service facilities with disinfecting solutions. In addition, there are more than 45 thousand buildings and structures of transport infrastructure, almost 10 thousand kilometers of roads and more than 220 thousand pieces of equipment. Just imagine, the total area of processed facilities is almost 180 million square meters.
&lt;/p&gt;
&lt;p&gt;From May to October, with the participation of the Russian Emergencies Ministry, 19 temporary accommodation centers were deployed for foreign citizens who, due to quarantine restrictions, were forced to stay in the border areas.
&lt;/p&gt;
&lt;p&gt;Taking into account the growing threats of a biological nature, we are re-equipping the units of the radiation, chemical and biological protection, rescue centers and specialized fire and rescue units with special equipment and equipment, we are revising the nomenclature and volumes of reserves of material resources, increasing the volume of medical personal protective equipment.
&lt;/p&gt;
&lt;p&gt;- This year was marked by such concepts as &quot;remote work&quot; and &quot;self-isolation&quot;. Many were constantly at home. How did this affect the fire situation? How will the fire protection of dwellings change against the background of the growing number of &quot;remote workers&quot;?
&lt;/p&gt;
&lt;p&gt;- Despite the period of self-isolation associated with the pandemic, there are fewer man-made fires this year. Compared to the same period last year, their number decreased by 8.4%, deaths - by 7.5%, injured - by 13.3%, but the damage from fires increased by more than 10.6%.
&lt;/p&gt;
&lt;p&gt;The main causes of fires remain careless handling of fire - almost 72% of all fires, malfunction of electrical equipment networks - 11%, violation of the rules for the design and operation of furnaces - about 6%.
&lt;/p&gt;
&lt;p&gt;Of course, the rules of conduct for people in everyday life cause concern, especially where large families live.
&lt;/p&gt;
&lt;p&gt;Over the past two years, more than 400 thousand autonomous smoke detectors have been installed in places of residence of large families. Thanks to this, more than 1200 people were rescued, more than half of them are children.
&lt;/p&gt;
&lt;p&gt;This work should be continued. We try to use all communicative methods of communicating information about compliance with fire safety requirements to people. We conduct raids, door-to-door rounds, actively work through the media and social networks.
&lt;/p&gt;
&lt;p&gt;In addition, from March 1, 2021, new sets of rules will begin to operate, which provide for the equipment of residential premises, hallways and apartment corridors with autonomous smoke detectors, regardless of the number of storeys of the building, including in single-family residential buildings.
&lt;/p&gt;
&lt;p&gt;- In recent years, the Ministry of Emergency Situations, together with Roskosmos, has been actively developing an emergency space monitoring system. Tell us how this system is used today and when is it planned to fully complete its formation? What opportunities will open up for the department after this is done?
&lt;/p&gt;
&lt;p&gt;- The system of space monitoring of emergencies has been operating in the EMERCOM of Russia since 1997. And today its data is actively used in forecasting and monitoring emergency situations. As, for example, in the situation related to the oil spill in Norilsk this year. Space monitoring data helped to quickly estimate the area of contamination and determine the location of boom installation in order to prevent further spread of the oil slick.
&lt;/p&gt;
&lt;p&gt;Satellite data also helps to take timely measures when monitoring flood situations, for example, in spring, in order to avoid the formation of dangerous ice jams and prevent flooding of settlements.
&lt;/p&gt;
&lt;p&gt;This year a new mobile application &quot;Thermal Points&quot; was launched in test mode, in which we also use space monitoring data. Currently, more than 90% of detected hot spots are confirmed precisely as hot spots. This information is quickly communicated to field managers, which in turn reduces response time. It is very important. Indeed, in the first hours, it is possible to eliminate a fire with the efforts of just a few people and without any consequences. It is not possible in consequence to involve aviation, consolidated groupings of forces and means, to endanger the life and health of people.
&lt;/p&gt;
&lt;p&gt;The space monitoring system continues to evolve. This year, together with Roskosmos, a mobile receiving and transmitting complex was deployed in Yakutsk to monitor the passage of a flood and fire hazard in the Far Eastern and Siberian federal districts. The time for receiving data will not exceed two hours from the date of application.
&lt;/p&gt;
&lt;p&gt;The launch of the all-weather radar spacecraft Kondor-FKA is planned for next year. We are looking forward to it. It will allow monitoring in any weather conditions.
&lt;/p&gt;
&lt;p&gt;- Tell us more about the work of the integrated emergency monitoring and forecasting system. What challenges are most likely to be faced by the regions of Russia in the coming year and what measures are being taken to minimize the consequences?
&lt;/p&gt;
&lt;p&gt;- Each region has its own seasonal risks, their nature and timing vary from year to year. We are increasingly confronted with anomalous and non-regional phenomena. Therefore, when predicting emergency situations, a multifactorial analysis of the incoming information is carried out, including deviations of various indicators from the average long-term values. Analysis of changes in such indicators helps us to develop more accurate forecasts of emergencies and models of their development, respectively, to minimize negative consequences.
&lt;/p&gt;
&lt;p&gt;We also actively use Earth remote sensing data and aerial photography by unmanned aerial vehicles to simulate a possible situation.
&lt;/p&gt;
&lt;p&gt;Several information systems have already been created and are actively used to help in monitoring and forecasting emergencies.
&lt;/p&gt;
&lt;p&gt;For example, the automated information management system of the Unified State System of Prevention and Elimination of Emergency Situation (RSChS) contains data from various ministries and departments. Digital maps of Rosreestr are integrated into the system, access to data on real estate objects is provided, and, of course, information of the Federal Service for Hydrometeorology and Environmental Monitoring (Rosgidromet) on actual and predicted weather conditions is provided.
&lt;/p&gt;
&lt;p&gt;The data of the information and control system of the Unified State System of Prevention and Elimination of Emergency Situatio (RSChS) are also used in the Atlas of Natural and Technogenic Hazards and Risks. Its first part is intended for ordinary citizens to obtain all the necessary information on personal safety issues. The second part is for the leader. It implements access to statistical and operational data, on the basis of which the development of the situation is modeled and expert support for planning and decision-making is provided. Taking into account the evolving epidemiological situation, the Atlas also contains recommendations to the population on the prevention of the spread of coronavirus infection, and it is also presented in another of our mobile application &quot;EMERCOM of Russia&quot;.
&lt;/p&gt;
&lt;p&gt;- By the way, this application was launched not so long ago. Tell us more about it.
&lt;/p&gt;
&lt;p&gt;- We have conceived our own application &quot;EMERCOM of Russia&quot; as a resource equally useful to both children and adults as a personal assistant. The application will help you navigate and instantly find information about emergency actions and first aid, it will be useful both at home and on vacation.
&lt;/p&gt;
&lt;p&gt;The user will be able to call the rescue service, as well as determine the coordinates of his location, which he can share if necessary. For more detailed information, the user can always quickly go to the page of the official Internet portal of the Ministry of Emergencies of Russia.
&lt;/p&gt;
&lt;p&gt;The service includes not only sections with useful information, but also interactive ones. So, in the section &quot;What to do?&quot; the user has access to the order of actions and rules of conduct in an emergency with a voice assistant. And the section &quot;The EMERCOM Recommends&quot; contains the information about safety, the causes of emergencies and their prevention.
&lt;/p&gt;
&lt;p&gt;Among other things, in the application, you can check the personal readiness and readiness of your home for possible emergencies by filling in special checklists.
&lt;/p&gt;
&lt;p&gt;In the near future, we will add online information about adverse weather events to the application, and we also plan to implement the possibility of an official appeal of citizens to the EMERCOM of Russia.
&lt;/p&gt;
&lt;p&gt;- How was the automated centralized warning system used during the pandemic? How is it developing at the present time?
&lt;/p&gt;
&lt;p&gt;- To inform the population about the measures and rules of behavior during a pandemic, both stationary street loudspeakers and mobile complexes based on cars were used in all regions, and of course SMS notification was used. This year, warning systems were tested centrally in all regions. Such checks have not been carried out for many years and people have become unaccustomed to them. Now we will check it regularly, twice a year - in the first ten days of March and October.
&lt;/p&gt;
&lt;p&gt;In addition, the EMERCOM of Russia, together with the Ministry of Digital Development, is developing a number of normative documents on the issues of public notification. So, from January 1, 2021, the Regulation on Public Warning Systems and the Regulation on the Organization of Operational and Technical Maintenance of these systems will come into force. The main requirement for them will be compliance with the modern level of technology when alerting in emergency situations.

&lt;p&gt;- Rescuers nowadays have no difference in the passion and enthusiasm from the first rescuers. They are also ready to rush to help people anywhere in our country and outside the Russian Federation at any second.
&lt;/p&gt;
&lt;p&gt;However, today&#039;s rescuers are much more prepared to carry out tasks as intended.
&lt;/p&gt;
&lt;p&gt;For example, the rescuers of the responding units are versatile specialists. Each of them knows five-seven related professions: in fact, it is not just a rescuer, but also a specialist in gas equipment, a mine rescuer, a pyrotechnician, and so on.
&lt;/p&gt;
&lt;p&gt;Today, the EMERCOM system of Russia already has two certified teams according to the methodology of the International Consultative Group on Search and Rescue (INSARAG), and a third is being prepared. This speaks of high professionalism and recognition from foreign colleagues.
&lt;/p&gt;
&lt;p&gt;Rescuers, firefighters, dog handlers, psychologists, doctors, chemists, pyrotechnicians, divers, pilots - all our specialists work as a single team, work side by side and go through fire, water and &quot;copper pipes&quot; together. These are people who are united by risk, an inner need to come to the rescue, dedication and dedication to their work. They are on alert daily. Each of them is a link in an unbreakable chain.
&lt;/p&gt;
&lt;p&gt;- For 30 years the Emergencies Ministry has not had a single simple year. But 2020 was objectively a difficult year for everyone. Primarily due to the coronavirus pandemic. How much did it complicate the work of your departments? Or is it just another emergency for you?
&lt;/p&gt;
&lt;p&gt;- I think we all had a hard time. Of course, the pandemic made its own adjustments, and we had to switch to duplicate teams of responding units and the management apparatus. Some of the office employees were transferred to a remote mode of work. But the EMERCOM of Russia continues to work to protect the population and economic facilities from emergencies.
&lt;/p&gt;
&lt;p&gt;Nature did not give us a discount on the pandemic. The fire season started earlier than usual. Wildfires broke out almost simultaneously in 63 regions. The most difficult situation developed on the territory of the Far Eastern, Siberian and Southern federal districts. As part of the remoteness, people went to summer cottages and took up household problems, burning dry garbage after winter.
&lt;/p&gt;
&lt;p&gt;The EMERCOM of Russia is entrusted with the task of protecting settlements and economic facilities from fire, which can pass from the forest. Extinguishing fires directly in forests is the responsibility of the Ministry of Natural Resources and the Federal Forestry Agency, but we work together within the framework of the signed cooperation agreements. This year the Ministry of Emergency Situations actively helped Rosleskhoz and municipalities in extinguishing forest fires. And the joint work has shown results: the area of forest fires compared to last year has become much smaller.
&lt;/p&gt;
&lt;p&gt;- The Ministry of Emergency Situations itself actively participated in the work to counter the coronavirus. This is disinfection, and tent camps for foreign citizens who, due to closed borders, could not leave Russia, and the evacuation of citizens was.

&lt;p&gt;Units of the EMERCOM of Russia are still involved in the disinfection of socially significant facilities throughout the country. &lt;p&gt;- The coronavirus has affected all spheres of life in one way or another. According to your estimates and observations, the pandemic has not led to an increase in emergencies and fires?
&lt;/p&gt;
&lt;p&gt;This year, the number of emergencies in our country has grown by 29% compared to last year. At the same time, we managed to significantly reduce the number of injured and died, increasing the number of people rescued.
&lt;/p&gt;
&lt;p&gt;At the same time, when it comes to man-made fires, we can note a decrease in their number by 8.4%, deaths - by 7.5%, injured - by 13.3% compared to the same period last year.
&lt;/p&gt;
&lt;p&gt;I would not connect it in any way with a pandemic, life goes on as usual.
&lt;/p&gt;
&lt;p&gt;- You recently drew attention to the fact that the average long-term values for natural emergency situations are losing their former relevance due to anomalies and an increased frequency of dangerous natural phenomena. In such a situation, are such comparative values even necessary? And how do you plan to adjust this indicator?
&lt;/p&gt;
&lt;p&gt;Indeed, in recent decades, the world has seen a significant increase in natural anomalies.
&lt;/p&gt;
&lt;p&gt;When forecasting emergency situations, a multifactorial analysis of the incoming information is carried out, including deviations of various indicators from the average long-term values. Analysis of changes in such indicators helps us to develop more accurate forecasts of emergencies and models of their development. With their help, it is possible to minimize the number of victims and the scale of material damage.
&lt;/p&gt;
&lt;p&gt;We also actively use Earth remote sensing data and aerial photography by unmanned aerial vehicles to simulate a possible situation.
&lt;/p&gt;
&lt;p&gt;- And yet what kind of dangerous natural phenomena are increasing? Are these the consequences of climate change in the first place? And how does this affect the number of natural emergencies?
&lt;/p&gt;
&lt;p&gt;In recent years, a tendency towards an increase in the number of tornadoes, showers, hail and squalls has been more and more clearly observed. Also, the nature of the spring floods in certain regions of the country has changed to some extent, and there are more wildfires. Of course, this is influenced by climate change.
&lt;/p&gt;
&lt;p&gt;At the same time, we are faced with the fact that industrial communications and economic facilities, built several decades ago, no longer correspond to the prevailing climatic conditions. This is especially true of the Arctic zone of the Russian Federation, where the structures were built in accordance with building codes and regulations, adapted to the previous climatic conditions.
&lt;/p&gt;
&lt;p&gt;- Forecasting is a thankless task, but what natural emergencies can we expect next year? And how do you prepare for them?
&lt;/p&gt;
&lt;p&gt;- You are certainly right. Making predictions is not easy, especially when human destinies depend on it. But I want to say that we are not alone in this difficult work. There is the Unified State System for the Prevention and Elimination of Emergency Situations (RSChS), which consists of functional subsystems. These subsystems are formed by ministries and departments. Territorial subsystems are created by the constituent entities of the Russian Federation.
&lt;/p&gt;
&lt;p&gt;In the framework of interagency cooperation with the Unified State System for the Prevention and Elimination of Emergency Situations, our ministry accumulates large volumes of information. At the National Crisis Management Center, this data is analyzed and used to build multi-layer digital models of the situation development.
&lt;/p&gt;
&lt;p&gt;To predict seasonal phenomena, experts constantly take into account the state of soil moisture, depth of snow cover, thickness of ice on water bodies, temperature regime and other factors. We receive some data in an automated manner. In addition, we have digitized more than 800 thousand passports of territories and objects, we use a large-scale digital cartographic base of the Federal Service for State Registration, Cadastre and Cartography (Rosreestr), and analyze information from the real estate cadastre. Proceeding from this, possible emergency situations are modeled with the formation of proposals and the procedure for actions for the executive authorities.
&lt;/p&gt;
&lt;p&gt;Already, work has been organized to identify risks in the flood-prone period and the fire-hazardous season of 2021.
&lt;/p&gt;
&lt;p&gt;Jointly with The Federal Water Resources Agency (Rosvodresursy), control over the filling of reservoirs in the winter period was established, the procedure for preparing for the passage of the spring flood was determined. Taking into account the temperature, the forecast periods of freeze-up are constructed, the deviations of the parameters from the average long-term values are determined.
&lt;/p&gt;
&lt;p&gt;And of course, the active use of modern technologies allows us to improve in this direction.
&lt;/p&gt;
&lt;p&gt;- In October, Russian President Vladimir Putin announced the reduction of damage from emergency situations thanks to the work of the Russian Emergencies Ministry. Is it less emergency, or is the prevention work yielding results? And what is the Ministry of Emergency Situations planning to implement to develop the warning system? How does digitalization help you?
&lt;/p&gt;
&lt;p&gt;- As I said, the Russian Emergencies Ministry is actively introducing information technologies in forecasting and warning. Let me give you an example. In August-September of this year, cyclones and typhoons operated in the Far East. Thanks to preventive measures, it was possible to prevent the death of people. Damage and compensation payments were minimized. Prior to that, up to 6-8 billion rubles from the federal budget were allocated annually to compensate for damage from emergencies.
&lt;/p&gt;
&lt;p&gt;Our main task is to prevent emergencies. The Automated Information and Control System of the Unified State System for the Prevention and Elimination of Emergency Situations (RSChS has been adopted for service, within which digital maps are constantly updated, and the emergency development is being modeled. The Atlas of natural, man-made hazards and risks was created.
&lt;/p&gt;
&lt;p&gt;A space monitoring system is being developed, which makes it possible to quickly obtain data from remote sensing of the Earth. So, in Yakutia, a trial operation of a mobile receiving and transmitting complex was successfully carried out, which allows us to close the entire Arctic zone of the Russian Federation.
&lt;/p&gt;
&lt;p&gt;In order to inform the management bodies of the Unified State System for the Prevention and Elimination of Emergency Situations (RSChS), a mobile application &quot;Thermal points&quot; has been developed. We already have the opportunity to receive information on thermal anomalies throughout Russia up to four times a day from satellites. The information is promptly communicated to the senior officials of the constituent entities, local government bodies and owners of territories, who, in turn, take measures to prevent the spread of fire and timely extinguish fires. Simply put, the coordinates of the thermal point, its area, distance from settlements and the possible direction of development are determined. This reduces the decision-making time, increases the efficiency, the quality of data exchange between departments, and also improves the forecast of emergency situations.
&lt;/p&gt;
&lt;p&gt;This year, the mobile service has already managed to prevent a number of serious fires near populated areas. Out of 150 thousand thermal hot spots, over 46 thousand were in dangerously close proximity to settlements
&lt;/p&gt;
&lt;p&gt;- You have repeatedly spoken about the problem of untimely provision of information about emergency events. A recent case is the accident at the Norilsk TPP. How can this be eradicated once and for all?
&lt;/p&gt;
&lt;p&gt;- To solve this problem, a training program for the dispatching personnel of the EDDS of municipalities has been developed and approved. Who is the first to receive information about an emergency and organize an emergency response? - Unified Duty Dispatch Service (UDDS). It is the specialists of this service in the field, their skills and abilities that often depend on the preservation of material values, the state of the environment, and most importantly, human life and health. This circumstance determines the high importance of issues related to the development of UDDS. In addition, it is important that the owner of the facility, where the emergency occurred, does not hold back the relevant information.
&lt;/p&gt;
&lt;p&gt;- Since 2019, you have changed the accounting of fires and those killed in them. You can probably already draw conclusions. Are we burning less? What is the real dynamics of deaths from fires? And what are the main reasons? Is fire damage decreasing?
&lt;/p&gt;
&lt;p&gt;- You are right, we have changed approaches to statistical accounting of fires and their consequences in order to obtain real, &quot;dry&quot; statistical information. In addition, the approaches to accounting for injured and fatalities have been changed. A 30-day deadline has been set for counting those killed in the fire.
&lt;/p&gt;
&lt;p&gt;Earlier, according to statistics, from year to year the number of man-made fires decreased, but in the shadows remained such an indicator as ignition, the number of which was constantly increasing. On average, there were 2.5 times more fires per year than fires. But fire and rescue units also went to the sunbathing.
&lt;/p&gt;
&lt;p&gt;To date, all cases of uncontrolled combustion are counted as fires, which makes it possible to more adequately assess the state of fire safety in the country.
&lt;/p&gt;
&lt;p&gt;As I already said, the number of fires killed and injured decreased, but the damage from fires increased by more than 10.6%.
&lt;/p&gt;
&lt;p&gt;The main causes of fires remain careless handling of fire - almost 72% of all fires. Malfunction of electrical equipment and networks caused 11% of fires, violation of the rules for the design and operation of furnaces - about 6%.
&lt;/p&gt;
&lt;p&gt;Of course, the rules of conduct for people in everyday life cause concern, especially where large families live.
&lt;/p&gt;
&lt;p&gt;Over the past two years, over 400,000 autonomous smoke detectors have been installed in places where large families live. The operation of these systems helped to save more than 1200 people, including more than 600 children
&lt;/p&gt;
&lt;p&gt;We try to use all communicative methods of conveying information to people about the need to comply with fire safety requirements. We carry out raids, door-to-door rounds, and actively work through the media.
&lt;/p&gt;
&lt;p&gt;In total, over 115 thousand violations of fire safety requirements were eliminated in the residential sector in 2020.
&lt;/p&gt;
&lt;p&gt;- Several years ago there was a problem of lack of staff and fire supervision, and fire departments. Did you manage to solve it?
&lt;/p&gt;
&lt;p&gt;- Since 2019, the department has increased the staffing of state supervision bodies by more than 3 thousand specialists. Today their number is almost 13 thousand people. And this is not a thoughtless process; first of all, we are increasing the number of supervisory authorities in regions with the most difficult fire conditions. An additional 378 employees of the state supervision department were sent to these regions.
&lt;/p&gt;
&lt;p&gt;- I can&#039;t help but ask about the technical equipment of both firemen and rescuers. How are they re-equipped, what equipment do they need first of all? Are Russian manufacturers ready to provide the Emergencies Ministry with the necessary equipment?
&lt;/p&gt;
&lt;p&gt;- Today, about 20 Russian enterprises declare themselves as manufacturers of fire fighting equipment for various purposes. Over the past ten years, more than 100 modifications of fire trucks have been created, including more than 40 models of extended model range tank trucks on chassis of various types and classes. So domestic manufacturers are quite capable of meeting the requests of the Russian Emergencies Ministry.
&lt;/p&gt;
&lt;p&gt;We are closely monitoring the market for finished products and promising developments in order to apply them in practical work. Of course, these are both modern models of equipment for units, expanding their capabilities, and new pumping and hose systems that allow to extinguish large-scale fires.
&lt;/p&gt;
&lt;p&gt;Another question is that the EMERCOM of Russia, as a consumer, is interested in the unification of fire and rescue equipment in service. A wide range of products leads to an increase in the cost of maintenance and repair. To date, work is underway to switch to direct contracts with key equipment manufacturers, such as Kamaz and Ural. Upon its completion, by increasing the volume of the order, uniform regulations for maintenance and repair work, we plan to reduce the cost of purchasing and maintaining one unit of products.
&lt;/p&gt;
&lt;p&gt;- Does the Russian Emergencies Ministry plan to purchase new aircraft, in particular, the upgraded Il-76 and Be-200 aircraft? Is there a problem of obsolescence of the fleet and is there enough aircraft in general?
&lt;/p&gt;
&lt;p&gt;- Today, the EMERCOM of Russia aviation is armed with 82 aircraft. Of course, all this equipment requires timely maintenance, and somewhere, replacement. And thanks to the support of the President and the Government of the Russian Federation, we have developed specific directions for the technical re-equipment of the ministry.
&lt;/p&gt;
&lt;p&gt;At the same time, we have more and more new tasks. This includes covering the Arctic territories and ensuring the security of the Northern Sea Route. To this end, we, together with the Russian Ministry of Finance, are working on the issue of purchasing new Mi-38, Mi-8 helicopters, modernizing Be-200 aircraft and purchasing new aircraft.
&lt;/p&gt;
&lt;p&gt;Also, more than 370 unmanned aerial systems are actively used in the EMERCOM of Russia system. This year, 13 drones have been added to their fleet, which are transported on off-road vehicle chassis.
&lt;/p&gt;
&lt;p&gt;Until 2030, it is planned to supply a significant number of new aircraft to the aviation institutions of the Russian Emergencies Ministry and to adopt modern multifunctional unmanned aircraft systems of domestic production.
&lt;/p&gt;
&lt;p&gt;- The Ministry of Emergency Situations became practically the first ministry to switch to a risk-based approach, when each facility will be assigned an individual risk category, on which the frequency of inspections will depend. Are there any fears that at some point this will lead to an increase in fires, if conditionally the owner knows that no one will come to him for three or four years with a check? And are there any plans to transfer the supervision of facilities to an online format, when the inspector will be able to track in real time that everything is not in order at his supervised facility?
&lt;/p&gt;
&lt;p&gt;We have created a new and, so to speak, flexible model of fire risk management. It will allow to determine the risk category and frequency of inspections individually for each facility.
&lt;/p&gt;
&lt;p&gt;This takes into account the fire condition of the object and the conscientiousness of the owner. The risk category of an object and, accordingly, the frequency of inspections depends on the severity of the potential negative consequences of a fire. For example, scheduled inspections of protected facilities classified as low risk are not carried out.
&lt;/p&gt;
&lt;p&gt;By increasing the level of fire protection of facilities, owners can independently influence the frequency of scheduled inspections and assess the legality of classifying buildings and structures into the appropriate risk category. For these purposes, the EMERCOM of Russia has developed an &quot;online calculator&quot;, which will work on our website in January 2021.
&lt;/p&gt;
&lt;p&gt;As for the format of online checks, this approach requires significant material investments from the owners and, in our opinion, will not ensure the operability and serviceability of all systems, and this is the safety of people in the first place.
&lt;/p&gt;
&lt;p&gt;- The Emergencies Ministry began with rescuers, more often it was associated with the &quot;Centrospas&quot; Unit, which was the first to fly to all major disasters. How do you plan to develop Centrospas, the Leader center, and the Noginsk rescue center, taking into account the fact that over 30 years in Russia rescue teams have been created in all regions of the country.
&lt;/p&gt;
&lt;p&gt;- Indeed, such units as Centrospas, the Leader Center and the Noginsk Rescue Center are our pride. But I would like to note that at present, the entire spectrum of forces and means of the Ministry of Emergency Situations of Russia is involved in the implementation of tasks to provide assistance to the civilians and protect the territories.
&lt;/p&gt;&lt;p&gt;In the EMERCOM system of Russia, robotic, airborne and diving units have been created and are developing. And, as I said, we need to equip these responding units with modern equipment with high traffic, carrying capacity, maneuverability and reliability, taking into account the geographical features of the regions. And also pay special attention to the practical implementation of new effective methods of conducting emergency rescue operations.
&lt;/p&gt;
&lt;p&gt;And believe me, the personnel of the ministry are constantly improving their professionalism and their skills.
&lt;/p&gt;
&lt;p&gt;- What top-priority tasks do you set for the ministry employees for the coming years?
&lt;/p&gt;
&lt;p&gt;- The primary task of the Russian Emergencies Ministry is and will always be prevention, rescue, assistance. Therefore, in subsequent years, rescuers will improve their skills in order to more efficiently perform tasks as intended.

&lt;/p&gt;&lt;p&gt;&lt;b&gt;- The year 2020 is coming to an end. We can say surely that it was very difficult for everyone. Tell us what challenges the ministry had to face the new coronavirus infection?
&lt;/b&gt;&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;- You are right, in the conditions of the spread of COVID-19, everyone had to learn to work in a new way. Emergencies and fires do not make allowances for the epidemiological situation. People in trouble need help, regardless of external circumstances, which means that our first priority was to adapt the system to efficiently work in a pandemic.
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;We had to switch to duplicate teams of both reacting units and the management apparatus. Some of the employees were transferred to shift and remote operation. First of all, this concerned workers at risk.
&lt;/p&gt;&lt;p&gt;However, for the reacting units, this approach is not applicable. It is impossible to provide assistance remotely. For this purpose, a special operating mode was introduced for the fire and rescue units. If a sick person is identified, the entire guard is sent to quarantine. Thus, entire districts could remain without cover, which is unacceptable. We drew up a special duty schedule, formed a personnel reserve. In addition, in order to exclude contacts between the changing units, a special procedure for accepting the delivery of duty was developed. This is not to mention a number of preventive and restrictive measures recommended by the relevant departments.
&lt;/p&gt;&lt;p&gt;Yes, the pandemic affected our work. Did it influence on the readiness of the Russian Emergencies Ministry to fulfill its tasks? Definitely, not.
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;b&gt;- But at the same time, 2020 is an anniversary year for the ministry. What are the main results EMERCOM of Russia has achieved over 30 years of its activity, including in the international arena? How many different operations have been carried out, people have been rescued? What is the total amount of humanitarian aid provided and to which countries?
&lt;/b&gt;&lt;/p&gt;&lt;p&gt;- I would like to dwell on this separately. The Ministry has been counting down its work since December 27, 1990, when the Russian Rescue Corps was formed by a resolution of the Presidium of the Supreme Soviet of the RSFSR. This structure was headed by Sergey Kuzhugetovich Shoigu, and under his leadership, a small team of enthusiasts in their field turned into a powerful structure capable of helping people around the world.
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;The EMERCOM of Russia is entrusted with many tasks, but the main ones are indicated in our motto: &quot;Prevention, Rescue, Help&quot;. Over the 30 years of the ministry&#039;s work, employees have saved more than 2.5 million lives, eliminated more than 31 thousand emergencies of various kinds, extinguished almost seven million fires, and neutralized more than 1.7 million explosive objects.
&lt;/p&gt;&lt;p&gt;When responding to emergencies abroad, units of the Russian Emergencies Ministry carried out more than 500 humanitarian operations. Our rescuers are among the first to come to the aid of foreign countries in need of assistance. We provide assistance to foreign countries in clearing territories from explosive objects. Since 1996, more than 30 international projects have been implemented in this area. In addition, the Russian Emergencies Ministry aviation takes part in extinguishing wildfires and protecting settlements abroad.
&lt;/p&gt;&lt;p&gt;The geography of our Ministry&#039;s activities is extremely wide. These are forest fires in the Balkans, Greece, Portugal, Israel, Chile, Armenia, Indonesia, Bolivia, and humanitarian demining in Serbia, Sri Lanka, Lebanon, Nicaragua, South Ossetia, and other and humanitarian missions in Donbass, Lebanon and Nagorno-Karabakh.
&lt;/p&gt;
&lt;p&gt;&lt;b&gt;- How does the Russian Emergencies Ministry interact with international organizations? What are the main results of this work and prospects for the future?
&lt;/b&gt;&lt;/p&gt;&lt;p&gt;- As you have already noted, effective assistance abroad is impossible without close interaction at the sites of international organizations. This is one of the tools that allows you to coordinate the efforts of emergency ministries of different countries.
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;An example of this is the International Civil Defense Organization (ICDO). Our specialists take part in solving comprehensive problems of combating disasters, including monitoring, forecasting, modeling the development of emergency situations, consulting in terms of making managerial decisions in the event of an emergency. Since 2017, a Framework Agreement on Strategic Partnership has been in effect between Russia and the ICDO. In particular, the EMERCOM of Russia and the ICDO carry out information exchange regarding the creation of an international network of crisis centers. This work is attended by 17 countries and international organizations with the most advanced crisis response management systems.
&lt;/p&gt;&lt;p&gt;Within the framework of assistance to the development of emergency services of foreign states, this year the Russian Emergencies Ministry delivered specialized equipment.
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;Also, work continues on the development of the Russian-Serbian Humanitarian Center, the Russian-Armenian Center for Humanitarian Response and the Regional Russian-Cuban Center for training fire and rescue specialists. Their functioning contributes to the stabilization of the situation in the regions and the development of humanitarian cooperation.
&lt;/p&gt;
&lt;p&gt;&lt;b&gt;- Over the past years, wildfires have demonstrated the problem of the unpreparedness of local authorities to fight them. Almost all large fires accompanied by strong winds inevitably lead to significant economic damage and loss of life. What needs to be done to radically change this situation? What problem areas have been identified in the current fire hazardous period?
&lt;/b&gt;&lt;/p&gt;&lt;p&gt;- The topic of wildfires has acquired particular relevance over the past 10-15 years. This is due to many factors, but I will not dwell on them now. I would like to draw your attention to something else. Each problem has its own name and title. When we talk about fires deep in the taiga, where there is no man, we understand that they are caused by dry thunderstorms and other similar natural phenomena. But when forests burn in the area of responsibility of economic entities, this is a completely different story. Indeed, according to statistics, most of the wildfires occur for reasons arising from human economic activity. Untimely response to them is due to the lack of forces and means of forest users to fight fires, ownerlessness, and sometimes irresponsibility.
&lt;/p&gt;&lt;p&gt;The EMERCOM of Russia is entrusted with the task of protecting settlements and economic facilities from fire, which can pass from the forest. Of course, within the framework of the Unified State System for the Prevention and Elimination of Emergency Situations, as well as the signed agreements on cooperation, we actively help Rosleskhoz (Federal Forestry Agency) and municipalities in extinguishing fires directly in the forests.
&lt;/p&gt;&lt;p&gt;For example, this year departments of the department were involved in extinguishing wildfires in the &quot;Utrish&quot; State Natural Reserve, Novorossiysk, Gelendzhik and Tuapse forestries.
&lt;/p&gt;&lt;p&gt;The main problem in organizing extinguishing forest fires is insufficient interaction between departments and authorities at various levels. Fire makes no distinction for itself, but for the reacting units it is an obstacle.
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;To eliminate these contradictions, the State Duma has developed and considered in the first reading a draft law that consolidates the concepts of &quot;landscape (natural) fire&quot; and &quot;forest fire&quot;. Thus, the areas of responsibility are divided between the authorities in the field of extinguishing landscape fires. It also provides for unscheduled checks of settlements with the introduction of a special fire mode.
&lt;/p&gt;&lt;p&gt;In total, since the beginning of this year, more than 86 thousand wildfires and burns of dry herbaceous vegetation have been recorded in the country, of which more than 3.5 thousand posed an immediate threat to settlements. The fire destroyed almost 500 buildings, and the most terrible is that people died.
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;During the fire hazardous season of 2020, the Russian Emergencies Ministry&#039;s territorial agencies formed about 4.5 thousand temporary posts with a group of up to 11 thousand specialists and more than 4.5 thousand units of equipment. They provided additional protection to almost 27 thousand settlements, preventing the passage of fire into their territory.
&lt;/p&gt;
&lt;p&gt;&lt;b&gt;- What other measures are being taken by the EMERCOM of Russia to protect settlements and prevent forest fires?
&lt;/b&gt;&lt;/p&gt;&lt;p&gt;- As additional and effective measures, the EMERCOM of Russia is taking measures to introduce modern information systems into the activities of the management bodies of the Unified State System of Prevention and Elimination of Emergency Situations, including those using data from remote sensing of the Earth. This makes it possible to monitor forest fires in real time, build models of the spread of fire, taking into account weather conditions, and promptly respond to them.
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;At the same time, work is underway to connect the heads of municipalities and the Unified Duty Dispatch Service of municipalities to the application &quot;Thermal points of the EMERCOM of Russia&quot; developed by our IT specialists. Its main purpose is to promptly inform users about fires in their area of responsibility for a timely response. By means of space monitoring, the application allows to reduce the time for bringing information about combustion sources to the Unified State System of Prevention and Elimination of Emergency Situations.
&lt;/p&gt;&lt;p&gt;Currently, the application contains the heads of more than 1800 municipalities and over 2200 Unified Duty Dispatch Services of municipalities, which is 97% of the total.
&lt;/p&gt;
&lt;p&gt;&lt;b&gt;- Speaking to the Federation Council in 2019, you talked about the work being done by the ministry to restore the number of specialists in supervisory units. How are things going with the number of employees now? Are there plans to further increase their numbers? If so, when and how much?
&lt;/b&gt;&lt;/p&gt;&lt;p&gt;- Speaking about increasing the State Fire Supervision Service, we primarily proceed from objective socio-economic factors characteristic of certain subjects of the Russian Federation.
&lt;/p&gt;&lt;p&gt;Since 2019, we have been steadily increasing the number of employees of the supervisory authorities of the Russian Emergencies Ministry in those regions where a difficult fire situation persists. Thanks to this approach, we strike a balance between the supervisory and reactive components.
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;So, at the beginning of 2018, there were only 2-3 firefighters in the combat crews leaving for fires. Now this figure has been brought to 4-5, which makes it possible to more effectively respond to emergencies and fires.
&lt;/p&gt;&lt;p&gt;But this work is not over yet, the development of the reacting units is also carried out due to their rearmament.
&lt;/p&gt;
&lt;p&gt;&lt;b&gt;- Tell us more about this. How are things going with the technical equipment of the ministry? What is the percentage of weapons of the reacting units with the latest technology? What equipment is needed first?
&lt;/b&gt;&lt;/p&gt;&lt;p&gt;- Special attention is paid to rearmament issues. Without this, it is impossible to effectively and timely respond to emergencies. The availability of high-quality weapons is the safety of both our employees and the people they come to help.
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;EMERCOM of Russia constantly renews its fleet of fire, rescue, special and aviation equipment. This process has become more or less planned. Here, planned systematic work is necessary.
&lt;/p&gt;&lt;p&gt;We are actively discussing the problem of rearmament and renewal of fire and rescue equipment with the State Duma, the Federation Council, the Russian government and the Security Council. Currently, certain areas have been developed that require priority attention, because the EMERCOM of Russia is not only fire engines, but also armored special equipment and much more. In addition, we have a significant aviation fleet.
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;At the same time, we must understand that technical re-equipment alone will not achieve anything in response to emergencies. EMERCOM of Russia is actively working on the development and implementation of forecasting and modeling technologies for the development of the situation.
&lt;/p&gt;&lt;p&gt;The fact is that within the framework of interdepartmental interaction of all representatives of the Unified State System of Prevention and Elimination of Emergency Situations, large amounts of information are accumulated in the Ministry of Emergencies. At the National Crisis Management Center, this data is analyzed and used to build multi-layer digital models of the situation development. Artificial intelligence and BIG DATA technologies are widely used.
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;Digitization work continues. We develop something ourselves, we find something on the domestic IT-technology market.
&lt;/p&gt;&lt;p&gt;Last year we had a successful experience in this area. Together with leading companies in the field of artificial intelligence, we held an international competition to develop solutions for the automatic classification of types of wildfires based on data received from satellites. The result exceeded the wildest expectations. The winner proposed an algorithm that works with an accuracy of better than 92%. These developments are already being effectively applied in our work. This is just about the application &quot;Thermal points of the EMERCOM of Russia&quot;, which I mentioned.
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;This year another task was submitted to the competition - the development of an algorithm for short-term forecasting of water levels in the Amur River to prevent emergencies. By combining artificial intelligence with classical hydrometeorological models, we again obtained an excellent result, which we plan to effectively combine with existing solutions. These technologies will undoubtedly be used in our automated information management system.
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;The effectiveness of digital technologies is obvious. Thanks to their active use, in 2020, the costs of eliminating the consequences of emergency situations and compensation payments are minimized. Not a single ruble was spent from the federal budget for these purposes. Previously, these payments were stable at 6–8 billion rubles annually. Investment in prevention brings tangible budget savings.
&lt;/p&gt;
&lt;p&gt;&lt;b&gt;- At a meeting on October 8, the President of Russia pointed out the need to form and approve a long-term program for updating the department&#039;s equipment until 2030. What is the reason for this decision of the head of state?
&lt;/b&gt;&lt;/p&gt;&lt;p&gt;- The president&#039;s decision was formed on the basis of a deep analysis of the current state of affairs and the development strategy of the department presented by us and the interested authorities. We understand that technology that replaces outdated models should be more efficient and safe. Those tasks that were previously solved by three or four vehicles based on the ZIL-130 are now successfully solved by one or two specialized vehicles based on URAL or KamAZ.
&lt;/p&gt;&lt;br&gt;&lt;p&gt;&lt;b&gt;- What is the situation with the Russian Emergencies Ministry aviation? Does the Ministry have enough aircraft fleet to solve all the assigned tasks? Will there be any purchases in the near future and which ones?
&lt;/b&gt;&lt;/p&gt;&lt;p&gt;- Today the aviation of the Russian Emergencies Ministry has a significant aircraft fleet in service. We have transport planes, which are used to resolve issues of both the transfer of forces and equipment to emergency situations, and humanitarian response abroad. There are planes that are used to extinguish wildfires. But the most workhorse is helicopters of various modifications. When carrying out rescue operations, you cannot do without them.
&lt;/p&gt;&lt;p&gt;At the same time, we have new tasks. This includes covering the Arctic territories and ensuring the security of the Northern Sea Route.
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;Today, together with the Russian Ministry of Finance, we are working on the purchase of new Mi-38, Mi-8 helicopters, modernization of Be-200 aircraft and the purchase of new aircraft.
&lt;/p&gt;&lt;p&gt;Also, unmanned aerial systems are actively used in the EMERCOM of Russia system. They are used to monitor ice, flood and fire conditions. It is much cheaper than using helicopters. This year, the UAV fleet has been significantly replenished with systems based on off-road vehicles.
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;By 2030, the EMERCOM aviation plans to receive about 50 new aircraft and adopt about 380 modern multifunctional unmanned aircraft systems of domestic production.

&lt;p&gt;&lt;b&gt;- It&#039;s no secret that it is easier and cheaper to prevent a fire than to fight it. And the main role here is played by the control and supervision activities of the ministry. Earlier it was said that the Russian Emergencies Ministry intends to reach the golden mean between supervisory holidays and total control of the business. What has already been done in this direction?
&lt;/b&gt;&lt;/p&gt;&lt;p&gt;- From January 2021, EMERCOM of Russia will be one of the first in the country to completely switch to a risk-based approach, assigning each facility an individual fire risk category, which will determine the frequency of inspections. Its principle is as follows: the greater the potential risks, the more frequent the checks.
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;There are six categories in total: extremely high, high, significant, medium, moderate, and low. Until now, risk categories have been assigned to groups of objects with identical types of activity, according to a formal criterion - purpose, number of people staying, and so on.
&lt;/p&gt;&lt;p&gt;The fundamental difference between the new rules is that the risk category will be assigned for each object individually. Thus, if earlier all hospitals, schools, cinemas, shopping centers and so on were automatically assigned to the same risk group, now each object will have its own group, taking into account the possible negative consequences of a fire, fire condition and the conscientiousness of the owner.
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;The risk category can subsequently change - both increase and decrease, while the frequency of scheduled inspections will also change. For example, scheduled inspections of protected objects classified as low risk will not be carried out.
&lt;/p&gt;&lt;p&gt;All these provisions are approved by the Russian government and come into force on January 1, 2021. Property owners will be able to independently assess the legality of classifying buildings and structures in the appropriate risk category. These calculations can be done through an online calculator on the Russian Emergencies Ministry&#039;s website, which will start working in January 2021.
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;All these measures are aimed at reducing the unnecessary administrative burden on bona fide owners.
&lt;/p&gt;
&lt;p&gt;&lt;b&gt;- Tell us about the promising areas of development of the Russian Emergencies Ministry.
&lt;/b&gt;&lt;/p&gt;&lt;p&gt;- I will list a number of areas on which we have actively worked this year and will continue to work in the future. Currently, two systems operate simultaneously in the Russian Federation - the Unified State System for the Prevention and Elimination of Emergency Situations (RSChS) and Civil Defense. Both systems implement almost identical tasks, as well as ways to protect the population and territories, use the same means and forces for this, but each has its own regulatory framework. In fact, the two laws intersect in the area of emergency response and public protection.
&lt;/p&gt;&lt;p&gt;To exclude some kind of duplication, we proposed to consider the civil defense system as a mode of operation of the Unified State System for the Prevention and Elimination of Emergency Situations along with the existing modes of daily activities, high preparedness and emergency. The basis for its introduction may be a state of emergency or martial law throughout the country or in certain territories.
&lt;/p&gt;&lt;p&gt;At the same time, the management, a set of measures to protect the population and territories from emergencies in any mode of operation will be assigned to the Unified State System for the Prevention and Elimination of Emergency Situations.
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;This will contribute to the responsiveness.
&lt;/p&gt;&lt;p&gt;In addition, the Russian Emergencies Ministry has developed a draft federal law &quot;On the Protection of the Population and Territories From Emergencies,&quot; which is now undergoing public expertise.

&lt;/p&gt;&lt;p&gt;Already, our rescue units are operating in the Arctic, designed to search and rescue people on water bodies, in the forest-tundra, as well as to provide various assistance in emergency situations. Since 2019, our specialists have been involved in emergency rescue operations about 3.5 thousand times, during which more than two thousand people were rescued. Active work on the development of such units continues.

&lt;/p&gt;&lt;p&gt;&lt;b&gt;- Forecasts, as you know, are a thankless thing. But the Ministry of Emergency Situations regularly makes the forecasts and is guided by them, because they are based on scientific data. What is the forecast for coming days? 
&lt;/b&gt;&lt;/p&gt;&lt;p&gt;&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;- If we talk about operational forecasts, on may holidays, when the weather is dry and warm, the number of people who rest in nature usually increases, which leads to an increase of wildfires in the surroundings of settlements. &amp;nbsp;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;And if we take it as a whole, fires are forecast in the South of the Far East and Siberia, to a lesser extent - in the European part of the country. This year, the fire season is one of the earliest, the first fires were registered in February. We expect that the duration of the fire season will be longer than usual. 
&lt;/p&gt;&lt;p&gt;However, by the end of 2020, based on operational data, specialists of the Ministry predicted a decrease in the number of fires by 1.7 percent, the number of deaths by 2.5 percent and injuries by 3 percent. 
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;b&gt;- Did previous forecasts help you? The Ministry of Emergencies predicted the beginning of the fire hazard season earlier?
&lt;/b&gt;&lt;/p&gt;&lt;p&gt;- Yes. This was not difficult to predict, given the low snowfall of the past winter. This year&#039;s winter was particularly warm, and in some regions, we can say that it was not at all. The lack of snow has led to low water levels in many regions.
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;Now we are particularly closely monitoring the situation in the Transbaikal, Khabarovsk, Primorsky territories, the South of Krasnoyarsk Territory, the Republic of Buryatia, the Republic of Tuva and the Republic of Khakassia, the Irkutsk, Kemerovo, Amur, as well as the Voronezh and Rostov regions. 
&lt;/p&gt;&lt;p&gt;With the predicted hot summer, peat fires may occur on the territory of the Vladimir, Ryazan, Moscow, Tver and Nizhny Novgorod regions. Of course, not as large-scale as it was in 2010. We have all learned the lessons, and preventive measures are being implemented much more effectively. 
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;b&gt;- Is it because the summer is not expected to be as abnormally hot as in 2010, or because the conditions for preparing for the fire season have changed? 
&lt;/b&gt;&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;- Summer is predicted to be very hot, but we are now better prepared for temperature risks. Over the past years, peatlands have been watered, the number of observation posts has been increased, and the monitoring system has been improved, including from space, as well as the efficiency of processing information and bringing it to the regions has been increased. 
&lt;/p&gt;&lt;p&gt;&lt;b&gt;- Where are possible climate or any other anomalies?
&lt;/b&gt;&lt;/p&gt;&lt;p&gt;- It is still too early to say exactly, but the preconditions for some anomalies are present in the southern regions of the European part of Russia. I mean the danger of a drought there.  
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;We believe that due to the current situation, we should expect an increase of tornadoes, as well as other dangerous convective phenomena, including rainfalls, hail, and squalls. 
&lt;/p&gt;&lt;p&gt;&lt;b&gt;- Based on what data do you have such expectations?
&lt;/b&gt;&lt;/p&gt;&lt;p&gt;- This is due to an increase in air temperature and humidity. In addition to the increase of the total number of such phenomena, there is a tendency to increase of the areas affected by such processes.  
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;Traditionally, from May to August, tornadoes are observed in the middle zone of Russia, up to the Urals, and the coasts of the Black and Caspian seas are especially susceptible to such phenomena. But in recent years, isolated cases have been recorded both in the North of the European part of Russia and in the regions of Siberia.  
&lt;/p&gt;&lt;p&gt;&lt;b&gt;- Over the past decade, surely, the technical component of the Ministry of emergency situations has also changed? Compared to 2010, how much more effective has the Department&#039;s fire-fighting equipment become?   
&lt;/b&gt;&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;- If we consider the main trends in improving fire trucks, we can note several directions. One of the most promising is to expand the functionality of a fire truck, when one car can perform the functions of three cars (extinguishing, emergency rescue and lifting people and cargo to a height). 
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;Of course, one such modern unit is much more efficient than the equipment of the previous generation. It is difficult to estimate the percentage here, but it is a fact that it is much more effective. 
&lt;/p&gt;&lt;p&gt;This year, more than 7.7 billion rubles are planned for the purchase of 617 units of modern fire and rescue equipment, which includes basic and special fire trucks. 
&lt;/p&gt;&lt;p&gt;Purchased equipment shall be distributed proportionately by the Main Department to the subjects of the Russian Federation in accordance with need, the presence of hazardous facilities and the climatic conditions. 
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;b&gt;- But to buy this is still half the battle, it is no less important to ensure the durability of equipment, in the language of submariners, its vitality. More than once I have seen burned equipment with melted plastic parts and headlights at fires.  
&lt;/b&gt;&lt;/p&gt;&lt;p&gt;- Fire units of the EMERCOM of Russia primarily require modern fire and rescue equipment, which is a technologically advanced complex. In the manufacture of such a car, new components and modern technologies are used. Light alloys (aluminum and titanium) are used for the manufacture of body parts of the fire superstructure. Adhesive technologies are used to connect body components. Fiberglass plastic is used for manufacturing of tanks.  
&lt;/p&gt;&lt;p&gt;&lt;b&gt;- How do you see the development of fire protection in Russia in the future? What are the trends? 
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/b&gt;&lt;/p&gt;&lt;p&gt;- The main directions for the development of fire protection in the near future are defined by the Fundamentals of the State Policy of the Russian Federation in the field of fire safety for the period up to 2030. Everything is set out there and anyone can read them.
&lt;/p&gt;&lt;p&gt;I can only add that to improve the effectiveness of firefighters, it will be necessary to actively develop laboratory and landfill experimental bases for fire research, fire protection technologies, and fire safety equipment, including within the framework of the national project &quot;International Cooperation and Export&quot;.
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;In accordance with this project, a reference laboratory will be created for testing exported fire-technical products, which will make the process of confirming compliance with foreign requirements and standards more understandable and accessible to a wide range of potential domestic exporters, especially for small and medium-sized businesses. 
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;It seems that the All-Russian Research Institute for Fire Defence of the Ministry of Emergencies of Russia, the main fire-technical research institution of the Russian Federation, will play a key role in the implementation of these directions. 
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;b&gt;- How does our fire force look in comparison with other countries? Do we have something to learn?
&lt;/b&gt;&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;- Each country has its own geographical, economic and cultural characteristics, its own generally accepted rules of behavior and culture of life. 
&lt;/p&gt;&lt;p&gt;In some countries more attention is paid to the training of firefighters, in others, there is an active introduction to the work of fire protection innovative modern samples of fire safety products. The third group of countries improve tactical methods of fighting fires.  
&lt;/p&gt;&lt;p&gt;&lt;b&gt;- Why do people often call firefighters late and on the phone, although in the 21st century, information and electronic technologies have moved far ahead? 
&lt;/b&gt;&lt;/p&gt;&lt;p&gt;- The main type of communication used by the population to communicate with emergency services is traditionally telephone communication - wired and wireless.  
&lt;/p&gt;&lt;p&gt;According to the Federal Law &quot;On Fire Safety&quot;, a single emergency call number &quot;112&quot; and a telephone number for receiving messages about fires and emergencies &quot;101&quot; are used to receive messages about fires and emergencies.
&lt;/p&gt;&lt;p&gt;&lt;b&gt;- How do you fight with counter fires? The President did not support measures to increase the penalties for those responsible for fires, unless it is related to covering up other crimes, such as illegal logging. The head of state suggested thinking about other measures to prevent fires. What are the preliminary thoughts and measures that could be proposed for discussion? Or is it just necessary to strengthen preventive work and nothing else for careless arsonists to come up with? 
&lt;/b&gt;&lt;/p&gt;&lt;p&gt;- In general, the issue of protection of settlements exposed to the threat of forest fires has been sufficiently resolved today. The situation with so-called landscape fires is different. For this purpose, a draft federal law has been developed that provides for the consolidation of the concepts of &quot;landscape (natural) fire&quot; and&quot;forest fire&quot;. The draft law was approved by the relevant authorities and submitted to the Government of the Russian Federation on January 20. 
&lt;span style=&quot;letter-spacing: 0.2px;&quot;&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt;In addition, we believe that in order to increase protection from wildfires, it is necessary to establish administrative responsibility for violations of regulations of fire safety requirements when introducing special fire protection regime, and provide for the deduction of monetary amounts from fines imposed to local budgets.
&lt;/p&gt;&lt;p&gt;It is also necessary to consider the issue of giving officials of executive authorities of subjects and local governments the right to punish those responsible for burning dry grass in accordance with the Code of Administrative Offenses.

And one of the volunteers who helped us on the site turned out to be a priest.  He drew attention to the surviving icon hanging on the damaged wall almost over the place where the child was found.  It was the icon of the Mother of God &quot;Seven-Shot&quot;, as is commonly believed among the people, protecting from &quot;all evil&quot;, &quot;granting grace&quot; and &quot;softening hearts&quot;.&lt;/p&gt;&lt;p&gt;This icon was transferred to the Cathedral of the Ascension of Christ, in Magnitogorsk.&lt;/p&gt;&lt;p&gt;&lt;b&gt;- Are you scared in such situations? There is a fear of making difficult decisions, due to time constraints, but this is not comparable to the sense of risk when working with rescuers in extreme conditions.&lt;/p&gt;&lt;p&gt;&lt;i&gt;&lt;b&gt;&amp;nbsp;&quot;Such floods were not expected in Tulun&quot;&lt;/b&gt;&lt;/i&gt;&lt;/p&gt;&lt;p&gt;&lt;b&gt;&amp;nbsp;- And as we understand, the prevention of emergency situations is the main thing for you.&lt;/b&gt;&lt;/p&gt;&lt;p&gt;&amp;nbsp;- Yes.&lt;/p&gt;&lt;p&gt;If we talk about natural elements, then in the first place is the forecast of Roshydromet.  It collects information on natural phenomena and is charged with the obligation to inform the Ministry of Emergencies and regional authorities in advance about possible natural disasters, and we are already analyzing it.&lt;/p&gt;&lt;br&gt;&lt;p&gt;&amp;nbsp;For example, Roshydromet informs us of a strong wind on the Black Sea coast.  And we understand that, for example, in case of such wind, power transmission towers may suffer. Or bridges. Or railroad tracks.  Based on these forecasts, we are building our own models for the development of the situation with the subsequent reporting to the relevant ministries and departments, and we inform local authorities through our territorial divisions.  We inform, for example, Russian Railways: plan the redirection of your trains.&lt;/p&gt;&lt;p&gt;&lt;b&gt;&amp;nbsp;- Do not you think that the forecasts of Roshydromet are not always accurate?  Was the flood in Tulun of the Irkutsk Region predicted?&lt;/b&gt;&lt;/p&gt;&lt;p&gt;&amp;nbsp;- The speed and scale of the flood was unexpected. You see, Roshydromet, although it has an extensive network of hydraulic stations, but their number is insignificant, and the material base is quite worn out. This has an impact.&lt;/p&gt;&lt;p&gt;The first forecast data were quite superficial; we initially assumed that water could rise in rivers due to overmoistening of the soil, due to precipitation. But there was an error in predicting the amount of precipitation, which differed from the expected 3 times.&lt;/p&gt;&lt;p&gt;We must understand that there are dams that are designed for a certain rise in water.  The dam, built in Tulun, was originally designed for a greater rise in water than it was during previous floods. Therefore, the forecasts at first did not cause concern.  When we realized that the situation was more serious, airmobile groups were sent to the disaster area.  Forces were being transferred, including from Tula, from Krasnoyarsk.&lt;/p&gt;&lt;p&gt;At the time when tragic events had already occurred, forces and weapons were there.  I was worried about how the public was alerted.  I was in Tulun and asked residents: were you warned?  They answered me: no one warned us.  But in the course of many conversations with local residents, it became clear that there was a warning.  People simply could not believe that there was such a scale of disaster.  The last time water rose so significantly in the 80s.  That is why the dam was built with a significant margin.&lt;/p&gt;&lt;br&gt;&lt;p&gt;At first, people simply watched what was happening.  Everyone expected that the dam would stand, the water would leave.  But this time there was much more water. Maybe the machine will do some calculations.&lt;/p&gt;&lt;p&gt;&lt;b&gt;&amp;nbsp;- Do you attract psychics, fortune-tellers?&lt;/b&gt;&lt;/p&gt;&lt;p&gt;&amp;nbsp;- No, we don’t.  People who risk their lives have some kind of superstition.  But this is a completely different thing: in a critical situation, struggling with circumstances, you cling to everything when you have no other clue.&lt;/p&gt;&lt;p&gt;As for me, I have no prejudices and superstitions.  But when it comes to other people ...&lt;/p&gt;&lt;p&gt;&amp;nbsp;... Magnitogorsk, late evening.  Someone from the local administration comes and says that there is a psychic in the city who predicts victories for sports teams.  According to the psychic, at 23 o’clock the wall of the building may collapse.  Not believing in this, without three minutes to eleven I give the command to leave the site.  Well, just in case.  For peace of mind rescuers.  And people for several minutes left the search area, stood, and then went on to work on.&lt;/p&gt;&lt;p&gt;&lt;b&gt;&amp;nbsp;- Don&#039;t you take photos before take-off?&lt;/b&gt;&lt;/p&gt;&lt;p&gt;&amp;nbsp;- Not. Perhaps this is why the Caucasus, with its customs and traditions, ranks last in terms of the number of fires.&lt;/p&gt;&lt;p&gt;&lt;b&gt;&amp;nbsp;- The worst thing is that children are often reported dead.&lt;/b&gt;&lt;/p&gt;&lt;p&gt;&amp;nbsp;- Basically, these are children from large, socially disadvantaged families.  69 percent of those who died were under the age of 7. Our task is to exclude the conditions for committing a corruption crime.  If they are conditions, then there is always a risk, for example, giving a bribe. I am sure that the number of speed violations has decreased.  If you cross the double continuous marking, you can lose your rights.  Traffic police officers are much fewer on the roads. The same should be done here.&lt;/p&gt;&lt;p&gt;&lt;b&gt;&amp;nbsp;- But is it not worth introducing a fire audit system into insurance?&lt;/b&gt;&lt;/p&gt;&lt;p&gt;&amp;nbsp;- Absolutely right.  The question here is for insurance companies. In this case, they will begin to carry out part of our work. &lt;p&gt;&quot;How did it work in this case?&quot;
&lt;/p&gt;
&lt;p&gt;- The fire started by the ignition of cyclohexane. The fire spread very quickly, and its area reached 500 square meters. A correct assessment of the situation helped to attract sufficient forces and means necessary to extinguish a fire of this magnitude and correctly arrange them. More than 230 people were involved in the elimination of the fire, more than 40 pieces of equipment of the territorial fire and rescue garrison of the Samara region were involved. The 4th fire brigade detachment worked as the main force in fire extinguishing. Departmental fire protection of the Kuibyshev railway was also involved: two fire trains were sent to the scene. A rescue unit of the enterprise worked with the fire fighters.
&lt;/p&gt;
&lt;p&gt;Four tanks were located in the ignition area, in which there were more than 100 tons of cyclohexane. In order to extinguish the fire quickly, it was urgent to reduce its amount. If all 100 tons had flared up, this would have required significantly more time and efforts to prevent the spread of fire to other objects. After an emergency meeting with the management of the enterprise, it was decided to carry out certain technological steps to free up the tanks. After that, the rescuers of the enterprise began to drain the liquid. Every effort was also made to prevent the spillage of cyclohexane around the oxidation plant. All this led to a decrease in the burnout time of the substance and contributed to a decrease in the time of the fire brigade.
&lt;/p&gt;
&lt;p&gt;- And what was the significance of the technology?
&lt;/p&gt;
&lt;p&gt;- Previously, there was no such equipment, and, of course, its presence allowed us to seriously reduce the time of fire extinguishing. It was produced by modern high-tech, fire-fighting systems capable of operating in harsh conditions, which are in service in the EMERCOM of Russia. For example, we used tools that allow the supply of fire-extinguishing agents in large quantities. The efficiency of our stationary fire trunks reaches 100 liters per second. But there is one very important point. For example, we set the installation, connected all our trunks. But in order for them to work, you need enough water.
&lt;/p&gt;
&lt;p&gt;- It happens that he is missing?
&lt;/p&gt;
&lt;p&gt;- While extinguishing in other territories, we were faced with situations when you start to use equipment, but there are no opportunities to provide us with the necessary volume of extinguishing mixture. Four years ago there was a case when we stood on the hydrants, but after 4 minutes there was no water – it wasn’t chosen, and the plants that stood there could not provide us with the necessary supply. After this incident, we held a meeting, outlined the problem and ways to solve it. And today we are already seeing another approach to supplying the resources to extinguish a fire.

&lt;p&gt;- Did you have this problem at &quot;KuibyshevAzot&quot;?
&lt;/p&gt;
&lt;p&gt;- The necessary amount of water was provided here, thanks to the coordinated actions of the enterprise &quot;Vodokanal&quot; and the administration as well. It is also important that the enterprise itself showed a high level of equipment with modern fire and rescue equipment and weapons, which were kept in a good condition. No fire extinguishing and cooling plant built on this cycle of cyclohexane treatment failed, everything worked. That is, it is important not only the development of scientific and technological progress, but also the correct application of its achievements in safety and fire extinguishing equipment.
&lt;/p&gt;
&lt;p&gt;— What about the firefighters&#039; equipment?&quot; However, for 10 hours people poured water, and all this at sub-zero temperatures…

&lt;p&gt;- Yes, indeed, a firefighter is under a stream of water, and at low temperatures his clothes become wet and freeze very quickly. But the modern security of the fire brigades allows us to, for example, change the combat clothing three times without problems on this fire. We have both protective shoes for firefighters and personal protective equipment for their hands. Firefighters are provided with breathing apparatus, individual flashlights, helmets, and heat-reflecting suits.
&lt;/p&gt;
&lt;p&gt;- Now the country is preparing for the football championship, six matches of which are planned in Samara. Security during the events will be provided by EMERCOM employees. Is there enough technology to complete the tasks?
&lt;/p&gt;
&lt;p&gt;- Over the past year, we have received 32 units of basic, special and auxiliary equipment ready for the prevention and elimination of emergencies. Including a first aid car, snow and swamp vehicle, highly maneuverable fire and rescue motorcycles designed for prompt arrival at the scene, tank trucks with the NATISK fire extinguishing system. With its help, you can effectively extinguish fires of any complexity. We also received a mobile information and analytical complex. It is possible to collect and process information about the situation in the emergency area, prepare alternative options for action in different conditions of the situation, provide operational management and coordination of forces and assets. A truck based on KamAZ, which is a mobile communications center, also came to us. With its help, for example, it is possible to organize video conference in the emergency zone using radio, space, wire and microwave relay equipment. And also - a car based on the Gazelle, equipped with the Strela-P hardware-software mobile diagnostic complex. It is necessary, in particular, for examining buildings and structures for vibrations and determining the safety of their operation.
&lt;/p&gt;
&lt;p&gt;We also received more than 5,000 units of fire-technical weapons and equipment, among which we can mention pulse-operated quenching installations, electric hydraulic emergency rescue tools, portable forensic laboratories, hand barrels, a gun barrel, fire extinguishing aerosol generators.
&lt;/p&gt;
&lt;p&gt;- And yet, no matter how modern and useful the technique may be, the main thing is people. How many people are now in the area on its protection from fires?
&lt;/p&gt;
&lt;p&gt;- The fire service of the Samara region includes 63 fire and rescue units, in which 2082 people serve. The territorial fire and rescue garrison of the region also includes 38 departments of departmental fire protection - this is another 715 people, 60 people from the municipal fire department, 1911 firefighters from private units, as well as almost 17 thousand volunteer firefighters. This also includes the search and rescue formation with a staff of 321 people.

&lt;p&gt;- All the employees of the Ministry of Emergency Situations are regularly engaged in professional training, pass tests and standards. This is one of the most important requirements for maintaining emergency preparedness. Therefore, even at the stage of developing the training program for universal rescuers, we proceeded from the features of a specialized fire and rescue unit.
&lt;/p&gt;
&lt;p&gt;This unit’s uniqueness is that it is a part of the airmobile group EMERCOM of Russia. This means that the departure area of the special fire rescue unit is not only the territory of our region, but the whole country. The division faces a variety of tasks. They should be prepared to respond not only to large fires in settlements and traffic accidents. Their help may be required in case of collapse of buildings, floods, industrial accidents, forest fires, people searching in the natural environment, etc. Hence there is a need for related professions and additional training.
