The Russian Emergencies Ministry is planning to open for citizens the access to some segments of its data bases allowing learning about weather, seismic situation and the progress of response operations in real time.
As a set of open data the Russian Emergencies Ministry is planning to use the data of geoportals KASKAD and KOSMOPLAN. KOSMOPLAN will provide the access to the archives of satellite images of emergency scenes and areas prone to floods. KASKAD provide information on fires updated up to 4 times a day, data on weather, medium-term forecasts, information from weather services, that of seismic situation according to Geophysical Service of the Russian Academy of Sciences and data on radiation situation provided by Rosatom. Geoportan BRIZ is also going to work in open access allowing building data on emergency situations, daily forecast, information on tourist itineraries, avalanche-prone areas and background radiation.
The citizens will be able to see the progress of rescue efforts in real time. The interactive map will show recommendations on right actions in emergency situations and show the places where temporary shelters are deployed and evacuation routes.
“All those portals work within the system of the Russian Emergencies Ministry. But in the near future any person will be able to access open data, the feedback will be provided as well”, – said Emergency Minister’s press secretary Irina Rossius.
The project is being implemented within the Russian Federation open data conception and the Emergency Ministry will be the first to present its pilot project. A meeting discussing joint work of the Ministry and the Open Government was held in the Russian Emergencies Ministry on Wednesday. The meeting was attended by Minister of Emergency Situations Vladimir Puchkov and Minister for the Open Government Relations Mikhail Abyzov.
