The science and development conference, which has taken place today at the Russian Emergencies Ministry, has summarized the experience of a full-scale rescue operation during the 2013 devastating flood in the Far Eastern Federal District.
Concluding the conference Minister Vladimir Puchkov noted that the Russian disaster management system had proved its efficiency, mobility, ability to quickly change the format of the work, the number of rescue and repairs units and the place of their stationing.
“None the less, - pointed out the Minister, - each emergency situation gives us new invaluable experience of response allowing in future improving not only activity of the Russian Emergencies Ministry, but of all functional systems”.
The participants particularly noted the role of human factor – the work of professional rescuers, military men, police officers, workers of emergency repairs services, volunteers and local people, who for over a month had withstood the disaster shoulder by shoulder.
The development of the Russian disaster management system as the state anti-crisis backup system is going to be continued this year.
The main objective will be integrated solution of problems in monitoring and prevention, timely risk detection and response to dangers, provision of efficient advance training of people and territories to protection against dangers.
This work is planned to be done in to steps. During the first on – in 2013-2014 – it is planned to implement new principles of organization of protection of people and territories against natural and industrial disasters focusing on building the risk management system and prevention of emergency situations.
During the second step in 2015-2016 and until 2020 it is planned to take measures to enhance the efficiency of work by territorial disaster management subsystems.
Corresponding recommendations and methodological materials for training future specialists of the control bodies of the Russian disaster management system will be worked out following the results of the conference.
