Selector conference in EMERCOM Russia

 

2 June in EMERCOM of Russia a selector conference was held by the Head of the department Sergey Shoigu, where the issues of fire and operational environment, as well as the situation on water bodies were discussed.

During the meeting special attention was paid to the issue of fire safety in the residential sector.

It was noted that there were 45 754 fires in the residential sector, which is 10.1% lower than the same period last year, where 5 101 people perished (7.8% decrease).

However, the proportion of fires in the private sector in the overall structure of fires increased by 2% and is 74.2% of the total number of fires and 92.3% of all deaths.

It was stressed that the proportion of fires in industrial facilities reduced significantly due to the fact that the activities of individual industries nearly closed. Number of fires in the operating companies is increasing.

In general, the situation with fires on the territory of the Russian Federation remains stable. According to strategic information 76 061 fires have taken place on the territory of the Russian Federation, which killed 6 thousand 260 people. 5 thousand 449 people were injured.

Compared to last year, the number of fires decreased by 9.2%, the number of people who perished - by 10,5%.

Decrease of fires and deaths is recorded in all federal districts. More than 38.4 thousand people were saved in fires as well as physical assets worth over 15.7 billion rubles.

Over the past month in the territory of the Russian Federation 60 emergencies, 15 612 fires, 657 incidents in the water bodies took place, 8 thousand 239 people were rescued, 917 people perished.

There is a positive trend in decreasing of emergencies and people’s deaths there.

Since the beginning of the year 205 disasters were recorded, which affected 730 people, killed 196 people. Compared with the same period last year, the number of emergencies (228) decreased by 10.1% and the number of deaths (249) by 21.3%.

During the meeting it was noted that the flood situation in the Russian Federation is developing according to the forecast, there are no submerged settlements. In the course of preventive flood protection works, 3 348 triggerings of ice were executed, 111640.9 kg of explosives were used, 195 km of ice was sawn, 53.7 km2 of ice was blackened.

For exploration and control activities 194 flights were carried out, more than 7 thousand hours aircraft miles were flown, including 113 aircraft of EMERCOM, more than 4303 hours aircraft miles were flown.

On the territory of the Far Eastern, Siberian, Ural, Volga and North-Western federal districts there are 76 sites of natural fire in the area of about 1.6 ha, including 5 large ones in the area of about 425 thous.ha in the Republic of Karelia of the Northwestern federal district. 14 teams operate to control the fire environment, including 8 teams in the Far-Eastern Federal district, 6 teams in the Siberian federal district.

1 010 flights were made for the exploration and extinguishing of natural fires, more than 9 thousand hours of aircraft miles were flown, including 60 aircraft EMERCOM of Russia, with more than 3732 hours of aircraft miles flown.

Last month, fire rescue military groups were involved in the elimination of 3 161 accidents. 2 505 people were saved.

7 300 explosive objects were disposed, including 29 air-bombs. 

In May in the Russian Federation 388 accidents on water bodies were recorded, which is 40.9% less than for the same period last year.

Since the beginning of the year 985 incidents were recorded, which is 43.2% less than last year. Last May, the deaths of 279 people, 235 people less than for the same period last year.

571 people perished since the beginning of the year, which is 529 less than for the same period last year.

In May the peak of deaths on water bodies was recorded at the weekend - May 9,10,11 (40 people perished), 22 and 24 May (18 people perished). On average 5 people perished every day on water bodies in May, which is three times less than in May last year.

There were 10 crashes where 7 people perished. Last year in May there were 9 crashes and 17 people perished in accidents.

Since the beginning of the year there were 15 accidents, where 15 people perished. Over the same period last year there were 16 accidents and 29 people perished.

In May the State Small Boat Inspection specialists rescued 95 people, since the beginning of the year they rescued 646 people. 5 997 raids and patrols were made. Since the beginning of the year 33 raids and 248 patrols were carried out, of which 9 188 were made with the lifeguards. As a result, 7 228 protocols of administrative violations were completed.

Currently, 1 257 105 small vessels are recorded in the Russian Federation, 857 715 of which are powerboats. Since the beginning of the year 57 951 small vessels were recorded, which is by 2.8% less than last year. 21,012 small vessels were registered last May, which is 6,6% less than APPG.

Since the beginning of the year 35 385 navigators were certified, which is by 11.9% less than last year. In May 6140 license replacements for small vessels were made.

In May 2009, 121 735 tech inspections of small vessels were made, which is by 12,2% more than APPG; since the beginning of 2009 246 339 tech inspections of small vessels were made, which is by 10.5% more than last year; 1 948 tech inspections of bases (of which only  1342 were let to operate). Last year, 1837 tech inspections of bases were made (of which only  1373 were let to operate).

At present, 28 ferry crossings continue to operate in the Urals and Siberia Regional Centers, 991 ferry crossings were closed. Death on ice crossings was not allowed.

A tech inspection of 980 beaches was made, 374 beaches were admitted to operate. (1228 tech inspections of beaches were made during the APPG, 317 beaches were admitted to operate).
