EMERCOM of Russia has developed a bill that amends the Federal Law "On Civil Defense" in relation to determining the procedure for creating warning systems.
Alerting the population about dangers is invariably one of the main tasks of civil defense in our country. For its more effective implementation, it is necessary to establish a unified procedure for creating warning systems, including local systems.
In turn, the bill proposes to establish the competence of the RF Government to determine the appropriate procedure. It also clarifies the powers of the executive authorities of the constituent entities of the Russian Federation and local governments to reconstruct the already operating warning and information systems. In addition, the drafters of the bill are introducing the concepts of “public alert” and “public alert system”.
The proposed changes will make it possible to ensure coordinated and effective actions of state authorities, local governments, as well as organizations aimed at the timely creation of alert systems for the population, as well as warning the population about the dangers arising from military conflicts or as a result of these conflicts, as well as in emergency situations of natural and man-made character.
Currently, the bill is undergoing public discussion on the official website regulation.gov.ru in the information and telecommunications network "Internet" and has been prepared for sending to federal executive authorities and executive authorities of the subjects of the Russian Federation.
