On February 19, the Deputy Minister of EMERCOM of Russia Pavel Baryshev held a regular meeting of the working group of the Government Commission for the Prevention and Elimination of Emergencies and Fire Safety.
The heads of the relevant interdepartmental working groups of all subjects of the Russian Federation in the mode of videoconference discussed the preparation for the upcoming comprehensive inspections of public warning systems in the constituent entities of the Russian Federation, which are scheduled for March 3, this year.
As Pavel Baryshev noted, last year the Russian Emergencies Ministry, together with the Russian Ministry of Digital Development, Communications and Mass Media of the Russian Federation, revised and adopted the fundamental legal acts on the issues of public notification.
This year, the state authorities of the constituent entities of the Russian Federation and local governments will have to centrally carry out comprehensive inspections, launch electric sirens and loudspeakers, organize, together with telecom operators and broadcasters, the replacement of television and radio broadcasting, and also assess the readiness of the state of the warning systems.
During the meeting, telecom operators indicated their readiness to conclude agreements with the executive authorities of the constituent entities of the Russian Federation on interaction to ensure the transmission of warning signals and emergency information.
Also, the Methodological Recommendations for the creation and reconstruction of public warning systems were considered and approved.
