At the meeting of the Government of the Russian Federation, Minister of Emergencies of Russia Evgeniy Zinichev presented amendments to Federal Law No. 68-FZ "On the Protection of Population and Territories from Natural and Technogenic Emergencies". The bill prepared by the department was approved by the Government of the Russian Federation.
The bill obliges the federal executive authorities to provide permanent access of the Russian Emergencies Ministry to information systems within the framework of the unified state system for the prevention and elimination of emergencies at no cost. Using information resources will reduce the time required to collect the necessary information, increasing the efficiency of decision-making and response to incidents and emergencies.
In addition, the bill establishes an obligation for citizens of the Russian Federation to evacuate from the emergency zone, as well as from the territory where there is a threat of an emergency. As practice shows, often the population cannot assess the entire danger of a possible disaster from natural and man-made emergencies and, refusing to evacuate, exposes itself to unreasonable risk.
It is proposed to empower the commissions for the prevention and elimination of emergencies and ensuring fire safety at all levels with the competence to make decisions on the conduct of evacuation measures in the event of a threat or an emergency.
The amendments will make it possible to quickly evacuate citizens from the emergency zone in order to ensure the protection and preservation of their life and health, as well as improve information support within the framework of the unified state system for the prevention and elimination of emergency situations. At the same time, the Government of the Russian Federation will have to establish the procedure for carrying out evacuation measures from the emergency zone.
