Evgeniy Zinichev held a meeting in the Republic of Dagestan on preparing the region for seasonal risks

On April 16, during a working trip to the Republic of Dagestan, the Minister of EMERCOM of Russia Evgeniy Zinichev held a coordination meeting on the readiness of the territorial units of the Unified State System of Prevention and Elimination of Emergency Situations for seasonal hazards. The event was attended by the plenipotentiary of the President of the Russian Federation in the North Caucasus Federal District Yuri Chaika and the acting head of the Republic of Dagestan Sergey Melikov.

The subject is characterized by a wide range of emergencies - avalanches and mudflows, seismic processes, rain floods, natural and man-made fires. By now, preventive measures have been practically completed in preparation for the flood-hazardous period and the fire-hazardous season. More than 3 thousand people and almost 320 units of equipment of the Main Directorate of the Ministry of Emergency Situations of Russia in the Republic of Dagestan and the Ministry of Emergency Situations of Dagestan are in readiness for response.

“I ask you to focus on measures to minimize the consequences of possible floods on the rivers of the republic - Arkas, Sulak, Samur and others, as well as mudflows in mountainous areas caused by heavy rains. It is necessary to complete the work begun on the establishment of flood zones and to continue the implementation of measures to protect settlements and transport infrastructure facilities,” Evgeniy Zinichev said.

During the meeting, the Minister of EMERCOM of Russia drew particular attention of leaders of all levels to the situation with fires. Since the beginning of the year, 148 hot spots have been registered on the territory of the republic, of which 135 were burns of dry vegetation. Evgeniy Zinichev urged to actively use the ministry's application to identify thermal spots, with the help of which you can find out not only their location, but also their exact coordinates.

“According to statistics, in 80% of cases, the culprit of all fires is a person. I ask you to strengthen explanatory work and preventive measures with citizens, including on the established prohibitions and restrictions. On January 1, new rules of the fire regime came into force, regulating the burning of dry vegetation and debris, including on the territory of households. And the persons guilty of violating these rules should be held accountable,” Evgeniy Zinichev noted.

The head of the department got acquainted with the functional capabilities of the Situation Center of the republic. The center with a total area of ​​3.5 thousand sq. meters earned last year and united the daily management bodies of the Unified State System of Prevention and Elimination of Emergency Situations, which allows you to receive and process operational and reliable information about the situation in the region at all levels around the clock.

Evgeniy Zinichev emphasized the importance of improving the work of the Unified duty and dispatch service, the requirements for which are increasing every day. “The dispatcher must not only know the algorithm of his actions, but also make the necessary decisions. The timeliness of the measures taken depends on this: the sooner they learned from the employee, the faster they reacted. This is a very important link, ”he said. He also outlined the need for regular exercises in order to develop the coordination of actions of all forces.

As part of the working trip, the head of the EMERCOM of Russia took part in the solemn laying of the "time capsule" and the launch of the construction of the Center for Medical and Psychological Rehabilitation for Firefighters and Rescuers. The Center will be able to undergo rehabilitation employees of the department with their families, specialists from other institutions and organizations, as well as citizens from all over the country.
