On April 27, the head of the Russian Emergencies Ministry Evgeniy Zinichev arrived in the Irkutsk Region on a working visit. Under his leadership, a visiting interagency meeting on the protection of the population and territories from natural and man-made emergencies in the Siberian and Far Eastern federal districts was held.

The event was attended by the Head of the Ministry of Natural Resources of Russia Alexander Kozlov, Governor of the Irkutsk Region Igor Kobzev, Governor of the Transbaikal Territory Alexander Osipov and Deputy Prosecutor General of the Russian Federation Dmitry Demeshin.

As noted by Evgeniy Zinichev, today in the subjects of the Siberian Federal District and the Far Eastern Federal District, there is an active phase of the passage of the spring flood. The situation is developing at the level of average annual values.

On the territory of Siberia, the ice-breaking of rivers continues in the northern regions of the Krasnoyarsk Territory, the Tomsk and Irkutsk regions. In the Far East, the processes of spring floods have been completed in the Primorsky Territory, in 7 subjects of the district they are continuing. The opening of the rivers and the passage of ice drift along the rivers of the Republic of Sakha (Yakutia), the Chukotka Autonomous District and the Magadan Region are predicted from the second decade of May.

In all municipalities that fall into the flood impact zone, preventive measures have been organized to minimize the risks of flooding. Blasting operations, sawing, ice blackening, bank protection and dredging, and riverbeds are being cleared. More than 1200 gauging stations are used to monitor the situation in the federal districts. More than 6.5 thousand temporary accommodation points with a capacity of more than 1.6 million people have been prepared for use.

During the meeting, the participants also discussed the fire hazard situation in the territory of the two federal districts. A special fire safety regime has been introduced throughout the Republics of Altai, Khakassia, Kemerovo Region, Primorsky, Khabarovsk and Trans-Baikal Territories, Jewish Autonomous Region, as well as partially in the Republics of Tyva and Buryatia, Krasnoyarsk Territory, Omsk and Amur Regions.

Evgeniy Zinichev indicated that it is possible to prevent emergencies and fires by influencing the persons guilty of violating safety rules. “The cause of fires, including natural ones, is mainly caused by human actions, therefore, increased responsibility for these actions is justified. At the same time, by demanding compliance with legal requirements, we must create conditions for people to make the right choice. Thus, by prohibiting the burning of garbage and dry vegetation, local authorities must provide an opportunity to dispose of dry grass in another way. One cannot be guided by prohibitions, ”the Minister stressed.

Since the beginning of the year, 143 hotbeds of wildfires have been registered in the Siberian FD, and 765 in the Far East (today there are 20 hotbeds, there is no threat to settlements). About 3 thousand settlements bordering forest areas and subject to landscape fires are under special control.

The head of the EMERCOM of Russia called for strengthening work with the population in terms of informing the rules of the fire regime and the established prohibitions and restrictions, especially before the upcoming long holidays. In addition, work closely with heads of the village and volunteer fire brigades. Effectively plan the work of patrol, patrol-maneuvering, maneuvering and patrol-control groups, which are organized in two federal districts about 17.5 thousand.

“The protection of populated areas remains the primary task of the Russian Emergencies Ministry. At the same time, I draw the attention of the heads of the constituent entities to the need to carefully monitor the spending of funds on measures to protect the population and territories from emergencies. All preventive measures should be taken in advance, and the time it takes to get information about emergencies at all levels of government should be minimal,” Evgeniy Zinichev noted.

It should be noted that in Siberia, to protect populated areas during a flood and fire season, a group of the the Unified State System of Prevention and Elimination of Emergency Situations with almost 111 thousand people and 26 thousand units of equipment including 53 aircraft, 180 units of unmanned aerial systems and 1820 floating crafts was formed. In the Far East, there are almost 190 thousand people and 45 thousand. equipment, including 94 aircraft and 532 floating craft.
