On June 8, the State Secretary - Deputy Head of the EMERCOM of Russia Alexey Serko submitted a draft federal law “On Amendments to Articles 6 and 18 of the Federal Law “On Fire Safety” for consideration by the State Duma of the Federal Assembly of the Russian Federation.
The bill is aimed at improving the structure of federal state fire supervision bodies, as well as regulating the processes of transferring fire notifications to fire departments.
In particular, it is proposed to give the authorities of the state fire supervision to the Deputy Minister - the Chief State Fire Inspector of the Russian Federation. In the territorial EMERCOM offices in the subjects of the Russian Federation, all issues of supervisory activity is concentrated only in the structural divisions specializing in the implementation of supervision. Also, the authorities of fire supervision are given to the structural divisions of the territorial administrations of the Rosgvardia (National Guard Troops Service of the Russian Federation) and the internal affairs bodies of the Russian Federation in relation to subordinate facilities.
The EMERCOM of Russia proposes to empower the state authorities of the subjects of the Russian Federation with the authority to approve the procedure for organizing the duplication of fire signals at social protection facilities of the population, educational and medical organizations in fire departments. In turn, this will contribute to the development of a fire safety system at facilities with a massive presence of people.
Following the results of the first reading, the draft law developed by the Russian Emergencies Ministry was supported by the deputies of the State Duma of the Russian Federation.
