On July 20, Deputy Head of the EMERCOM of Russia - Chief State Inspector of the Russian Federation for Fire Supervision Anatoly Suprunovsky took part in online meeting.

The meeting was also attended by representatives of interested federal executive bodies and constituent entities of the Russian Federation, the office under the plenipotentiary of the President of the Russian Federation in the North Caucasian Federal District.

In his speech, Anatoly Suprunovsky spoke about the improvement of the state fire supervision of the EMERCOM of Russia. He noted that in recent years, the supervisory bodies of the EMERCOM of Russia have significantly changed their appearance, turning into a modern open structure.

“Today, the principles of proportionality of interference in the activities of controlled persons and management of the risks of causing harm to legally protected values ​​are based on the principles of proportionality of interference in the activities of controlled persons,” the Deputy Minister said.

It was noted that since the entry into force of the Federal Law "Technical Regulations on Fire Safety Requirements", the Ministry continues to develop a flexible system of fire safety regulation, the vector of which is to increase its efficiency, as well as to prevent the introduction of additional unreasonably burdensome requirements.

The work on improving legal regulation continues as part of the plan to implement the “regulatory guillotine” mechanism and the “Business Climate Transformation” program.

EMERCOM of Russia has revised the risk-based approach. This is a completely new model, which differs from the current regulation in that the category is assigned not for groups of objects, but individually for each based on the severity of the potential negative consequences of a fire, taking into account the individualization index. Thus, the copyright holders of the objects will be able to independently assess the legality of classifying the buildings and structures in operation as belonging to the appropriate risk category, including using the developed calculator, which is posted on the official Internet portal of the Ministry of Emergencies of Russia.

The digital environment for the implementation and provision of public services is rapidly developing. In this regard, the EMERCOM of Russia is conducting a trial operation of the relevant departmental information systems, the implementation of which will solve a number of important issues. Currently, the Ministry has organized work to expand the experiment to the territory of the entire Russian Federation by integrating the departmental information system with the state information system "Typical cloud solution for automating control (supervisory) activities."

In addition, the officials of the state fire supervision bodies have new powers when considering reports on the facts of fires. Now their right to demand the presentation of documents by citizens when considering reports of a fire, or if there is a reason for initiating an administrative offense in the field of fire safety against these citizens, is now legally enshrined. fire inspectors may receive personal information about fire victims from medical and other organizations.
