On July 27, the head of EMERCOM of Russia Evgeniy Zinichev took part in a meeting led by Chairman of the Government of the Russian Federation Mikhail Mishustin on the situation with natural fires and floods in Russia and measures taken to combat them.
Evgeniy Zinichev reported that unlike the spring flood, which passed without any significant consequences, the summer rain flood became a serious test for the system of the Unified State System of Prevention and Elimination of Emergency Situations. In total, in the Transbaikal and Khabarovsk Territories, the Jewish Autonomous and Amur Regions on the territory of 43 municipalities, 2,826 residential buildings with a population of 8,155 people, 439 sections of highways, 49 low-water bridges, 56 important public facilities, one railway bridge, traffic which has already been restored.
The Minister noted that even before the flood began, the Russian Emergencies Ministry's grouping had been built up in potentially dangerous regions. From the Siberian, Amur and Kamchatka rescue centers, 253 people, 16 pieces of equipment, 22 floating craft, 3 Mi-8 helicopters, 20 motor pumps, 8 unmanned systems were sent. In a short time, 40 dams with a length of over 28 km were erected on regularly flooded areas. Together with The Federal Water Resources Agency, work was organized to control the discharge of water at the Bureyskaya and Zeiskaya HPPs. Thus, the overlap of flood waves is not allowed.
“The population was regularly informed. The measures taken made it possible to avoid the death of people. At present, the damage assessment is being carried out, payments are being made to the victims,” Evgeniy Zinichev stressed.
EMERCOM of Russia is working to improve the process of providing financial assistance to the affected population. To simplify the procedure for providing confirmation data, it is digitized and transferred to the portal of public services. This will ensure timely information to the relevant federal executive authorities, as well as speed up the receipt of payments. The service will start functioning from next year. At the same time, the existing procedure for filing documents will remain.
During the meeting, the participants also discussed the fire hazardous situation in the regions. The head of the Russian Emergencies Ministry said that since the beginning of the fire hazardous season, 2,735 forest fires have emerged in the Far Eastern Federal District. The forces and means of the department are on the protection of settlements and objects of the economy.
To fight the fires, the EMERCOM of Russia aviation was additionally deployed to Yakutia. Three Be-200ES and three Mi-8 helicopters have already flown 260 flights, carried out over 1,200 spills with a volume of 8.4 thousand tons of water.
“Currently, more than 2.8 thousand people and almost 370 pieces of equipment, 12 aircraft are involved in extinguishing forest fires in the Far Eastern Federal District. The necessary preventive and preventive measures are being taken. There is no threat to settlements and economic facilities, ” Evgeniy Zinichev reported.
