The EMERCOM of Russia with the support of the ICDO secretariat organized an international scientific and practical conference

On March 1, the 32nd annual International Scientific and Practical Conference “Prevention. Rescue. Help”, dedicated to the World Civil Defense Day, the 90th anniversary of the formation of the civil defense of the Russian Federation and the 30th anniversary of the formation of the Academy of Civil Defense of the EMERCOM of Russia in full-time and part-time format (hereinafter referred to as the Academy).

The event was attended by representatives of the Central Office and divisions of the EMERCOM of Russia, foreign scientific and educational organizations, fire and rescue services of foreign states.

The participants of the conference were welcomed by the Director of the Educational and Scientific-Technical Department of the Ministry of Emergency Situations of Russia Alexander Bondar, the heads of the Academy Victor Panchenkov and the University of the State Fire Service of the Ministry of Emergency Situations of Russia Bogdan Gavkalyuk, as well as foreign colleagues: Secretary General of the International Civil Defense Organization Nzhupuo Yap Mariatu, Head of the Institute of Fire and Rescue Service of the Ministry of Emergency Situations People's Republic of China Yan Shengli, head of the Fire Safety Institute of the Ministry of Public Security of the Socialist Republic of Vietnam Le Quang Bon and head of the Academy of Civil Protection. Malika Gabdullina Ministry of Emergency Situations of the Republic of Kazakhstan Syrym Sharipkhanov.

In the plenary part, issues of protecting the population and territories from emergencies in modern conditions were discussed. Colleagues exchanged positive experience and possible directions for improving protection methods. It was noted that natural, man-made and environmental threats at the present stage, as a rule, are of a complex nature. Trends in the risks of natural emergencies are becoming more and more widespread and sustainable every year. Measures taken in recent years to improve the response are effective and have proven to be relevant.

Within the framework of the conference, the work of 25 thematic sections was organized. The agenda included issues of improving the activities of the unified state system for the prevention and elimination of emergency situations for the elimination of emergencies. Particular attention was paid to the problems of ensuring fire safety and labor protection. Normative legal regulation of the issues of evacuation of the population in emergency situations was also discussed. Attention was paid to the requirements for public warning systems and modern media space. Russian colleagues shared their successful experience of the Russian Emergencies Ministry.
