The day before, in the northernmost settlement of Russia, in the village of Dikson, the Minister of the Russian Federation Alexander Kurenkov launched a business game dedicated to practicing the actions of the RSChS control bodies in the event of emergencies in the Arctic zone and the waters of the Northern Sea Route.
10 subjects of the Russian Federation were involved in the business game: the republics of Karelia, Komi, Sakha (Yakutia), Arkhangelsk and Murmansk Regions, the Krasnoyarsk Territory, Khanty-Mansi Autonomous Okrug - Yugra, Nenets, Chukotka and Yamalo-Nenets Autonomous Okrug. Together with 19 federal executive authorities, state corporations and key operators of the Northern Sea Route, they solved the problems of eliminating the consequences of simulated emergencies.
Today, as part of the second day, Deputy Minister of the EMERCOM of Russia Victor Yatsutsenko held a final meeting. The solutions developed by the participants based on the results of the first stage were discussed via videoconferencing, the issues were discussed and recommendations were given for further improvement of the actions of all involved services and organizations.
During the game, special attention was paid to the Krasnoyarsk Territory - one of the most difficult introductions was a fictitious fire on a tanker in the Region’s waters, with the depressurization of an oil loading compartment with a volume of 5 thousand cubic meters and an oil spill into the sea. The actions of all parts of the RSChS were analyzed in detail: the forces of the EMERCOM of Russia, municipal and Regional services, the Marine Rescue Coordination Center, the Federal State Budgetary Institution "Marine Rescue Service", the federal and Regional ministries of transport, and scientific and educational organizations participated in the liquidation of the consequences. Separately, the rescue of 12 injured crew members was carried out, three of whom were in serious condition.
All developed solutions will form the basis for preparations for large-scale Interdepartmental experimental research exercises of the forces and means of the Russian Emergency Situations Ministry and the Russian Emergency Situations Service in the Arctic zone and along the route of the Trans-Arctic Transport Corridor, which will take place in 2027. Alexander Kurenkov set the task to identify the main problematic issues already at the preparatory stage and take measures in advance to eliminate them, so that during future exercises the actions of all services would be as effective as possible.
