Mr. Nelyubov was born on September 15, 1965 in the city of Sverdlovsk, Lugansk region (Ukraine).

From 1993 to 2003 he served in various positions in units of the State Fire Service of the city of Magadan.

From 2003 to 2006 he served in the units of the state fire service of Irkutsk, from October 2003 to April 2004 he headed the Fire Department No. 5 of Irkutsk.

In May 2006, he was appointed the Head of the Service and Training Department of the Firefighting Organization Department of the EMERCOM Main office the Irkutsk Region.

In June 2008, he was appointed the Deputy Head of the EMERCOM Main Office for the Irkutsk Region (for the State Fire Service).

In June 2013, he was appointed First Deputy Head of the EMERCOM Main Office for the Irkutsk Region.

In March 2014, he was appointed Head of the EMERCOM Main Office for the Irkutsk Region.

From October 16, 2019, he was appointed Acting Head of the EMERCOM Main Office for the Irkutsk Region.

He repeatedly participated in emergency response:

- in 2006, in the aftermath of the crash of the A-310 airbus in Irkutsk;

- in 2007 in extinguishing a major fire in production warehouses in Irkutsk;

- in 2010 in extinguishing a fire in an industrial building for the production of aluminum powder in the city of Shelekhovo, the Irkutsk Region;

- in 2012, in extinguishing a fire in a tank with oil products in the city of Angarsk and in the cable shaft of the TPP - 11 in the town of Usolye-Sibirskoye, Irkutsk Region;

- in 2013, in the organization of search and rescue operations during the crash of the Mi-8 helicopter in the Katanga district of the Irkutsk region, fire extinguishing in the tanks of the oil storage tank in the city of Angarsk, the Irkutsk Region;

- in 2013, in the organization of search and rescue operations during the crash of the Mi-8 helicopter of the Angara airline, 6 km from the settlement Preobrazhenka, the Katanga district of the Irkutsk Region;

- in 2016, in the organization of search and rescue operations during the crash of an IL-76 aircraft of the Russian Emergencies Ministry, which crashed during a combat mission to extinguish wildfires in the Kachugsky district of the Irkutsk Region;

- In 2019, he supervised the work on eliminating the consequences of the summer flood, which covered 11 districts of the Irkutsk Region.

He was awarded the State Prize with the Medal “For Courage”, as well as 11 Ministry's insignia and the insignia of the Irkutsk Region for high professionalism and personal courage, by Decree of the President of the Russian Federation dated December 25, 2014 No. 809.
