Alexander Lekomtsev was born on February 16, 1965 in Khabarovsk.

In 1986, he graduated from the Far Eastern Higher Military Command School, in 2005 - the Academy of civil protection of the Ministry of Emergencies of Russia (diploma with honors), in 2018 - the Russian Academy of National Economy and Public Service under the President of the Russian Federation (diploma with honors).

After graduating from Military School, he served in the Ministry of Defence of the Russian Federation holding various positions from the commander of a reconnaissance platoon in the Group of Soviet Military Specialists (GDR) to the Chief of Staff – Deputy commander of the regiment (Far Eastern District).

From 2005 to 2009 - Head of the EMERCOM Main Office (for Ussuriysk) for the Primorsky Territory.

From 2009 to 2014, he served in senior positions in the Federal State Institution"179 Rescue Center of the EMERCOM of Russia" (Noginsk, the Moscow Region).

From 2014 to 2015 - Head of the Federal State Institution "179 Rescue Center of the EMERCOM of Russia" (Noginsk, the Moscow Region).

From 2015 to 2019 - Head of the Federal State Institution "Noginsk Rescue Center of the Ministry of Emergencies" (Noginsk, the Moscow Region).

Since June 2019 - Head of the National Crisis Management Center (Moscow).

From January 1, 2020 - Acting Head of the Main Department of the National Crisis Management Center.

He was awarded the Order of Military Merit, the Medal of the Order of "For Merit to the Fatherland", 2nd class, and departmental awards.
