Born on September 17, 1965 in the settlement of Volga, Nekouzsky district, the Yaroslavl Region.
In 1986, he completed his military service in the naval units of the USSR border troops.
In 1992, he graduated from the St. Petersburg Higher Fire-Technical School of the Ministry of Internal Affairs of the Russian Federation.
From 1992 to 2012 - he studied at the Academy of the State Fire Service of the Ministry of Emergency Situations of Russia.
In 2009 - he graduated from the Moscow State Law Academy.
From 2002 to 2016 - he worked his way up from the head of the department of inquiry and administrative practice of the State Fire Supervision Office of the Main Office of the State Fire Service of the Ministry of Emergency Situations of Russia to the Deputy Director of the Supervisory and Preventive Efforts Department of the Ministry of Emergency Situations of Russia.
By decree of the President of the Russian Federation on November 6, 2023, he was appointed to the position of Director of the Supervisory and Preventive Efforts Department of the Ministry of Emergency Situations of Russia.
