Born on April 17, 1972 in Angarsk, the Irkutsk Region.

Graduated from the Vladivostok Naval School and Irkutsk State University.

He held various positions in the prosecutor's office of the Krasnodar Region.

In 2022, he was appointed to the position of Deputy Director of the Legal Department of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief.

On August 21, 2023, he was appointed to the position of Head of the Office of Safety on Water Bodies of the Ministry of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters.
