On April 22, the draft Federal law "On Amendments to the Federal law "On Civil Defence" was considered at the meeting of the Federation Council.
The proposed changes are aimed to develop the civil defence system and ensuring effective control over the radiation, chemical and biological situation on the territory of the Russian Federation in natural and man-made emergencies.
The draft law empowers the Government of the Russian Federation to determine the procedure for the operation of the network of monitoring and laboratory control of civil defence and protection of the population. In addition, the law proposes to introduce new concepts for the implementation of civil defence measures.
The document establishes the norms for the introduction of the plan of civil defence and protection of the population of the Russian Federation by the President of the Russian Federation as a necessary requirement for conducting civil defence on the territory of the Russian Federation or in its individual localities.
The amendments exclude regional centers from the current management system of the EMERCOM of Russia. The Functions are transferred to the main departments of the EMERCOM of Russia in the subjects of the Russian Federation.
The adoption of the bill will ensure the implementation of the state policy of the Russian Federation in the field of civil defence for the period up to 2030, the development of a system of radiation, chemical and biological protection of the troops and population of the Russian Federation in peace and war for the period up to 2025 and beyond.
