UNIT FOR HIGH-PRIORITY EMERGENCY AND RESCUE OPERATIONS IN EMERGENCY AREAS

Tasks and activities of the Unit:

Carrying out of emergency and rescue and other urgent operations during mitigation of natural disasters and man-caused emergencies in the Russian Federation, foreign countries, including at facilities with high hazards to health and lives of people, using robotics, in rough terrain, seas and mountains, using special equipment;

Carrying out of emergency and rescue and other urgent operations in rough terrain and mountains through airdropping of rescuers and in water areas, using boats and diving equipment during mitigation of emergencies;

Organizing and carrying out of round-the-clock on-duty service to provide immediate response to emergencies, including traffic accidents, within the area of responsibility.

UNIT FOR RESCUE, EVACUATION OF POPULATION AND CARGO ESCORTING

Tasks and activities of the Unit:

Evacuation of population, material and cultural assets from emergency areas in the Russian Federation and abroad;

Providing safety of cargo, transported to emergency areas as humanitarian supplies, as well as escorting of financial resources to emergency areas;

Protection and pass control at facilities of the Russian Emergencies Ministry’s Central Office.

RADIATION, CHEMICAL AND BIOLOGICAL PROTECTION UNIT

Tasks and activities of the Unit:

Carrying out of radiation, chemical and biological reconnaissance in sources of radiation, chemical and biological contamination in emergency areas;

Carrying out of laboratory quick tests, as well as sampling of air, water and soil in areas of radiation, chemical and biological contamination during natural disasters and man-caused emergencies;

Mitigation of local radiation, chemical and radiation contamination in emergency areas;

Carrying out decontamination of vehicles and units that took part in mitigation of radiation, chemical and biological disasters, as well as vehicles and population in contaminated areas;

Carrying out of radiation, chemical and biological monitoring of territories to detect the contamination source;

Mitigation of radiation, chemical and biological contaminations that threat ecology;

Containing of radiation, chemical and biological contaminations and delivery for disposal.

ROBOTICS UNIT

Tasks and activities of the Unit:

Carrying out of emergency and rescue and other urgent operations at facilities with hazards to lives and health of people, using robotics;

Carrying out of radiation, chemical and bacteriological reconnaissance in emergency areas, as well as reconnaissance of facilities, territories, routes for deployment of forces and equipment, definition of emergency area’s borders, using robotics;

Carrying out of search, detection and neutralization of hazardous chemical substances, transportation of containers with hazardous substances, using robotics;

Carrying out of search operations for radioactive waste, collection and containment of the waste, using robotics units;

Radioactive decontamination operations, featuring robotics;

Defusing, detection and transportation of explosive devices by robotics;

Carrying out of engineering works to create an opening, clear out roads, demolish structures and remove rubble in emergency areas.

PYROTECHNIC AND SPECIAL CANINE OPERATIONS 

Tasks and activities of the Unit:

Humanitarian demining operations;

Search, defusing and destruction of aerial bombs and bombs, unexploded mines and munitions;

Carrying out of mechanical clearing of land from explosive devices;

Demolition of structures, crumbling buildings and structures by blasting methods;

Blasting passages in obstacles;

Construction of fire lines by blasting operations;

Prevention and mitigation of ice jams by blasting methods;

Search for injured in emergency areas.

MEDICAL AND RESCUE UNIT

Tasks and activities of the Unit:

Organizing of medical support (in form of shifts and airmobile groups) in areas of emergency and rescue and other urgent operations during response to natural disasters and man-caused emergencies;

Rendering of pre-doctor medical care and first aid measures to injured in emergency areas;

Carrying out of pre- and post-expeditionary examinations of the Center’s personnel;

Organizing and carrying out of treatment and prophylactic measures for the Center’s personnel;

Organizing of medical rehabilitation of the Center’s employees;

Organizing and carrying out of thorough medical examination for conscripts and professional servicemen;

Organizing of first aid training for Center’s personnel;

Medical support of daily activities of the Center and the Russian Emergencies Ministyr’s Central Office.

UNIT FOR PROTECTION OF SITES AND AREAS OF EMERGENCY AND RESCUE OPERATIONS

Tasks and activities of the Unit:

Provision of security of daily activities and at emergencies for the Russian Emergencies Ministry’s Central office;

Escorting of financial resources and documents of the Russian Emergencies Ministry’s Central Office;

Reconnaissance of routes and areas (facilities) in emergency areas;

Evacuation from and provision of safety for people in emergency areas, including abroad;

Protection of people and material and cultural assets, businesses in emergency areas;

Provision of safety for employees of the Russian Emergencies Ministry and other agencies of federal executive authorities, involved into relief efforts in emergency areas;

Provision of safety during humanitarian demining operations;

Organizing and carrying out of pass control and protection of the Russian Emergencies Ministry’s administrative buildings;

Protection of State Secret and in-house information within the powers of the Unit;

Cooperation with interior troops, the Ministry of Internal, the Federal Security Service during relief operations;

Protection of medical institutions and material and technical resources delivered to emergency areas.

UNMANNED AERIAL VEHICLES AND HIGH-TECH RESCUE EQUPIMENT UNIT

Tasks and activities of the Unit:

Search and rescue operations using UAVs, aerial reconnaissance, informational support of emergency and rescue and other urgent operations during mitigation of natural disasters and man-caused accidents in the Russian Federation, foreign countries, including adverse operations at facilities with hazards to lives and health of people, using high-tech equipment;

Immediate provision of information for population on how to behave in current situation to minimize possible damage from an emergency, as well as terror attacks;

Videomonitoring of situation in vicinity of deployed forces;

Partially serve as mobile control, communications and data processing center;

Introduction of high technologies into rescue methods, supply of modern specialized vehicles and equipment to the Center, application of high-tech equipment.

Tasks and activities of the Unit:

Transport support;

Engineering support;

Technical support of activities of the Center and structural divisions of the Russian Emergencies Ministry’s Central Office;

Organizing of Commandant’s Service;

Center upkeep.
