National Airmobile Rescue and Academic Center for Training of Mine Rescuers and Miners
The institution was established in order to provide educational activities designed to carry out additional professional training programs for specialists of the Emergencies Ministry of Russia, employees of organizations that are engaged into mining and other efforts on hazardous coal mining, mining, metallurgical industrial facilities and underground construction (hereinafter – organization, hazardous facility), including members of irregular rescue and recovery teams (subsidiary mine rescue teams), and other categories of citizens engaged in the field of prevention and mitigation of emergency situations and disasters on hazardous industrial facilities that can occur during mining operations and underground operations.
The institution fulfills following types of activities (functions) provided by the Emergencies Ministry of Russia, at expense of the federal budget:
Carries out additional professional training programs for specialists of the Emergencies Ministry of Russia in the field of prevention and mitigation of emergency situations and disasters on hazardous facilities that can occur during mining operations and underground operations;
Develops additional professional training programs in the field of prevention and mitigation of emergency situations and disasters on hazardous facilities that can occur during mining operations and underground operations;
Develops methods and approaches in training in the field of prevention and mitigation of emergency situations and disasters on hazardous facilities that can occur during mining operations and underground operations;
Methodical support of additional professional training, educational programs and subjects of the Institution;
Takes measures to protect the state secret and ordering information within the competencies of the Institution;
Participates in emergency response during major emergency situations and disasters and carried out efforts to mitigate emergency situations on hazardous industrial facilities engaged into mining operations and underground operations, as well as participates in mitigation of emergency situations of interregional and federal scale, operations to save people, material and cultural assets, minimizes damage caused to the environment within the functions of the Emergencies Ministry of Russia;
Carries out medical activities in correspondence with the license, including:
- Rendering of emergency, intensive, antishock and resuscitation aid during emergency situations, carries out hyperbaric oxygenation in case of poisoning by toxic gases, anesthesiological therapy, intravenous narcosis, nerve block and neuroleptanalgesia;
- Medical accompaniment of students and employees of the Institution during on-duty period, trills and training gatherings and mitigation of emergency situations;
- Rendering of preventive medical care and post-expedition rehabilitation of employees of the Institution;
- Acquiring and storage of medication, drugs, psychoactive substances;
- Diagnostics, prevention and treating of employees of the Institution within the ambulatory (including before-doctor) medical aid, including dental health service for the employees of the Institution that work in the isolating breathing apparatuses;
- Carrying out of preliminary and periodic medical examination of employees and students of the Institutions, carrying out of before and after-shift medical examinations of the personnel, as well as before and after-trip examinations of drivers of the Institution;
- Develops technical requirements for mine rescue equipment, as well as technologies for mine rescue operations, safety rules;
- Organizes and participates in conferences, seminars and expos dedicated to mine rescue;
- Carries out editorial and publishing activities in order to establish educational process in the Institution for the benefit of the Emergencies Ministry of Russia;
- Carries out career-guidance testing for the benefit of the Emergencies Ministry of Russia;
- Organizes and carries out official events of the Emergencies Ministry of Russia in accordance with plans approved in accordance with established procedure;
- Organizes catering for students (specialists of the Emergencies Ministry of Russia);
- Renders accommodation services for students (specialists of the Emergencies Ministry of Russia, including ones that arrive to the official events of the Emergencies Ministry of Russia) for the training period and employees of the Institution in specialized housing resources, attached to the Institution on rights of the operational management;
- Maintains and repairs specialized rescue and recovery equipment, completes and maintains in constant preparedness standard equipment;
Sets up primary activities for fulfillments of tasks for which the Institutions was established on an onerous basis in accordance with the established procedure:
Introduction of additionally professional training programs in the field of prevention and mitigation of emergency situations and disasters on hazardous facilities that can occur during mining operations and underground operations for exterior organizations and citizens, as well specialists of foreign countries (upon approval of the Emergencies Ministry of Russia);
Methodical supply of the educational process, training programs and subjects for exterior organizations;
Participation in development of additional professional training programs in the field of prevention and mitigation of emergency situations and disasters on hazardous facilities that can occur during mining operations and underground operations for exterior organizations;
Trial operation and testing of new prototypes of mine rescue equipment and other equipment for exterior organizations;
Career-guidance testing for exterior organizations;
Approval of following non-primary activities that are carried out on an onerous basis that are profitable:
Rendering of consulting services in the field of development of technical programs and projects, development of software in the field of civil defence, protection of the population against emergency situations and natural disasters on hazardous industrial facilities during mining operations and underground operations;
Publishing and selling of polygraphic goods (academic and methodic manuals, magazines and other printed matters, which were created by the employees of the Institution, created at expense of the profitable activity) and carrying out of publishing efforts;
Organizing and carrying out of events on sports facilities of the Institution;
Carrying out of symposiums, conferences, expos for exterior organizations;
Provision of communal services, operation and maintenance services to the employees of the Institutions that are accommodated in the specialized housing resources attached to the Institution on rights of the operational management;
Provision of communal and operation and administration services to the tenants;
Organizing of catering for the students for the training period and employees of the Institution;
All types of activities, carried out by the Institution in accordance with the legislation of the Russian Federation, that require additional licenses, certificates or accreditation are carried out only after acquiring of listed documents;
All profitable activities are carried out according to prices, set in accordance with the legislation of the Russian Federation;
Price for rendered services (performed work) are set under the agreement of the Emergencies Ministry of Russia.
